Job Summary:
Performs tasks involved in the formation and administration of home office engineered purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Ensures that purchasing operations satisfy project requirements and conform to established Procurement, and corporate policies, instructions, procedures, and guidelines.
This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-CS1

- Receives functional direction and support from the Energy Purchasing Manager.

- Provides operational direction to Purchasing personnel assigned to them.
C. Contacts
- Maintains direct working relationships with Project management & execution team on the Project.
- Maintains working relationships with Project Procurement personnel and project discipline personnel including Engineering, Project Control, Construction and Field Procurement to ensure alignment and accomplishment of project objectives, plans, and requirements.
- Maintains direct working relationships with material suppliers, government agencies, and related professional organizations regarding Procurement activities at jobsite.
- Maintains direct working relationship with the Energy Supply Chain function to ensure functional direction, personnel support, and technical assistance are available as required.
- Frequently interacts and partners with subordinate supervisors and functional peer groups
- Need to have ability to gain cooperation of others, conducting presentations of technical information concerning specific projects or schedules
Major Responsibilities:
- Supervises assigned personnel on the project in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and Supply Chain Governance
- Supervises assigned personnel in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements
- Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups
- Reviews commercial bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority
- Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures
- Reviews and recommends bid selections that require higher Procurement approval authority
- Executes commitments within delegated signing authority
- Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of material requisitions for all project purchases
- Develops project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures
- Develops project job hour estimates for Purchasing function
- Monitors project work and the expenditure of job hours within approved budgets
- Develops and coordinates with designated manager the Purchasing personnel staffing plan so that staff are added and released in an orderly manner, in accordance with the project workload
- Reviews prime contract between customer and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents
- Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions
- Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager
- Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Supply Chain Governance
- Coordinates Purchasing operations in both the project’s control office and support offices to assure compliance with project requirements
- In conjunction with the global business unit Purchasing Manager, provides functional guidance to Purchasing personnel on the project.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-13 years of relevant experience or 12-17 years of relevant work experience
Required Knowledge and Skills:
- Experience with and knowledge of Procurement operations particularly pertaining to Purchasing
- Working knowledge of Expediting, Material Management and Traffic & Logistics.
- Skilled in the supervision of personnel and all aspects that are involved with total personnel administration, such as requisitioning, interviewing, annual reviews, development or monitoring of mandatory training course completion, and career discussions and development.
- Skilled in oral and written communications.
- Knowledge of business administration procedures, techniques, and business ethics.
- Knowledge of Bechtel Digital Supply Chain System (DSCS)
