Project Overview:

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

Job Summary:

In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders’ lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs

Major Responsibilities:

  • Communicate with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
  • Work with engineering, management and our supplier base to develop bidders lists for the applicable scope.
  • Form bid packages and issue bid requests; coordinate bidders’ questions; and receive bidder proposals
  • Prepare commercial bid summary and recommendations to award
  • Prepare and commit purchase orders for permanent plant equipment, both tagged and bulk materials
  • Communicate with suppliers and internal stakeholders to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
  • Identify, define, and secure agreement regarding purchase order changes
  • Initiate and process purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes
  • Maintain accurate procurement records and documentation
  • Support supplier qualification and audit processes as required
  • Ensure compliance with company policies, procedures, and ethical standards
  • Assist in resolving invoice, delivery, and quality issues

Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) in engineering, construction management, supply chain management, or related field
  • 5-7 years of relevant experience in supply chain and procurement related functions on large-scale EPC projects, preferably in the Energy industry 

Required Knowledge and Skills:

  • Working knowledge of procurement processes, policies, and procedures
  • Working knowledge of available suppliers that can support Energy projects
  • Familiarity with contract terms, commercial negotiation, and supplier management
  • Ability to interpret technical specifications and drawings
  • Proficiency in procurement software (e.g., DSCS/Oracle) and Microsoft Office Suite
  • Strong analytical, organizational, and communication skills
  • Attention to detail and ability to manage multiple priorities
  • Understanding of international procurement and logistics (preferred for Energy projects)
  • Ability to work collaboratively in a multicultural, multidisciplinary team
