Job Summary:

Based in Houston office, formation and execution of Operations and Maintenance Contracts, AMCs of various technical equipment, purchasing of Goods / Services for IT hardware and software, Office Administration for Bechtel Energy offices in USA and across globe, including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation, and commitment of Orders accordance with established policies and procedures. Communicates with local and global suppliers, and personnel within Bechtel to establish clear definition of requirements. Ensures that operations for their assigned package satisfy requirements and conform to established Procurement, and corporate policies, instructions, procedures, and guidelines.

 

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-CS1 

 

 

Job Dimensions: 

A.   Supervision Received

  • Receives operational direction from the GBU office services Manager.
  • Receives functional direction and support from the Energy Purchasing Manager.

B.   Contacts

  • Maintains working relationships with Office services and IS&T personnel and GBU functional management to ensure alignment and accomplishment of objectives, plans, and requirements. 
  • Maintains direct working relationships with suppliers, and related professional organizations regarding Procurement and Subcontract activities.
  • Maintains direct working relationship with the Energy Supply Chain function to ensure functional direction, personnel support, and technical assistance are available as required.

 

 

 Major Responsibilities:

  • Assist and/or guide the user department in the preparation of the Service or Material Requisition and Scope of Work (if required)
  • Preparation of package specific commercial Terms and Conditions wherever required
  • Perform purchasing activities including goods and services for Bechtel Energy 
  • Review Purchase requisitions and co-ordinate with users for any scope clarification 
  • Ensure sourcing execution in accordance with Bechtel Processes and Procedures 
  • Carry out pre-qualification assessment of new vendors in collaboration with the IT, Office Service or other applicable departments. 
  • Carry out bid solicitation, bid analysis, recommendation and award 
  • Prepares contract/ order documents for execution
  • Prepare Approval for Expenditure and obtain necessary approvals through system 
  • Coordinate with Suppliers for timely delivery and complete receiving of material in the system 
  • Accountable to the schedule and timely issuance of Orders 
  • Prepares and maintains control and status reporting documents
  • Input supplier performance into the Bechtel Digital Supply Chain System 
  • Bring innovation in supplier selection phase and extend support to user department during execution 
  • Knowledge of the Terms and Conditions, legal and commercial aspects of procurement 
  • Collaborate with user department and suppliers. Conduct regular meetings / discussion to resolve outstanding issues as required
  • Participate in Invoice review/approval process and ensure timely payment to suppliers 
  • Require minimal supervision during performance of various purchasing & subcontract activities 
  • Assists office services team when instructed in solving and attending to administrative problems on commitments involving monetary expenditure or risk, technical specifications or supplementary commercial conditions.
  • Conducts investigations and inquiries into specific contract problems and aid in claims research if required.

 

Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • Knowledge and experience in the formation of contracts and contract agreements, including types, terms, and legal requirements.
  • Familiarity with general construction and contracting practices
  • Knowledge of law, negotiations, accounting, or cost engineering gained through education or experience.
  • Skilled in working with and communicating effectively both orally and in writing with other functional groups, primarily for IT and Office Administration, and Finance.
  • Strong attention to detail, commercial awareness, and analytical problem-solving capabilities
  • Skilled in working with and communicating effectively both orally and in writing with other functional groups, primarily for IT and Office Administration.
