Position Summary

The Project Supply Chain Manager provides leadership of procurement and contracts activities in the acquisition and delivery of goods and services for our projects, elements within a project, or a portfolio of programs and proposals. The position is responsible for developing and shaping project supply chain strategies and taking these through the project execution phase. The Project Supply Chain Manager reports to senior business unit leadership on the health and performance of the assigned projects and contributes to developing overall supply chain strategies for the enterprise.

 

Responsibilities

  • Reports to and receives management direction and functional guidance from the Business Unit Manager of Supply Chain and operational direction from the assigned Project Manager.
  • Manages project Supply Chain personnel in all operations for assigned project.
  • Participates in proposal development: preparation of required proposal response, develop final proposal evaluations and prepare contract recommendations, and present recommendations to project team and/or customer.
  • Participates with the project team in defining and developing the scope of Supply Chain work, and in preparing and coordinating Supply Chain plans, procedures, schedules, estimates, forecasts, and budgets.
  • Contributes Supply Chain input to the preparation and/or modifications of the project’s prime contract and prepares and/or directs preparation of commercial terms and conditions for use on all project contract and purchase documents, ensuring that requirements of the prime contract are incorporated.
  • Prepares Supply Chain workhour budgets with the assistance of functional personnel. Monitors project Supply Chain workhour expenditures, including field and support offices, to ensure operations are within approved budgets.
  • Prepares or directs preparation of the project Supply Chain procedures in conjunction with global business unit functional management; contributes to the project procedures; monitors the Supply Chain team’s implementation of the project procedures.
  • Drives the development of the project sourcing strategies and execution plan and divisions of responsibility to define project, field and support office roles and responsibilities.
  • Coordinates Supply Chain plans with Engineering and Construction plans and Operations to ensure that input from these functional groups will enable Supply Chain to perform its operations in accordance with project objectives.
  • Focuses on customer relationship management by maintaining working relationships with senior customer personnel to ensure understanding of their needs and the project objectives, requirements, and risk. 
  • Maintains continual knowledge and understanding of global market trends.
  • Establishes relationships with our supply base to fully utilize the technologies and processes of suppliers and subcontractors.
  • Maintains relationships with Bechtel senior project management and corporate supply chain and global business unit managers to ensure mutual understanding of enterprise goals and objectives and keeps global business unit management informed of Supply Chain efforts toward meeting these goals.
  • Maintains contact with other services (e.g., Legal, Finance, etc.) associated to the project, as needed, to ensure securing their advice and guidance in their areas of expertise, within the areas of Supply Chain’s scope of responsibility.
  • Assists business units and projects with market impacts that may affect one or more projects to ensure effective actions are taken.  
  • Through assigned contract administrators, ensures compliance with all statutes, regulations, and contract terms and conditions. Works to identify and communicate risk associated with supply base.
  •  Maintains contact with Global execution office(s) supporting the project to ensure they are properly instructed regarding project requirements, and to monitor and guide their supply chain activities.
  • Reviews commitment recommendations in accordance with Supply Chain policies and procedures, approving those within delegated authority.
  • Negotiates terms and conditions with suppliers and subcontractors, analyze proposals and technical proposal evaluations, and coordinate technical scopes of work including interface with all project disciplines (including legal, project controls, construction, project management, engineering, finance, and customer).
  • Evaluate and status of contractors’ productivity, contract change management, schedule adherence, invoicing and claims avoidance.
  • Administers or oversights administration of large and complex purchase orders and subcontracts.
  • Plans and directs the orderly closeout of Supply Chain operations, including de-staffing, settlement of claims and back-charges, and resolves punch list items assigned to Supply Chain.
  • Monitors and evaluates performance of assigned Supply Chain personnel. Reviews evaluations with global business unit functional managers and the global business unit Manager of Supply Chain. Conducts annual performance reviews with assigned personnel.
  • Collaborates with responsible Supply Chain managers on personnel development planning for assigned personnel. Evaluates, advises, and acts to assure the availability of and the participation in development techniques, such as training and rotation to work assignments in other functions of Supply Chain.

 

Basic Qualifications

  • Bachelor's Degree in Business, Supply Chain, Engineering, Construction Management, Cost Engineering with minimum of 10 years of progressive related experience or with minimum of 15 years of relevant work experience in lieu of degree.
  • Demonstrated experience in leading Supply Chain teams through all phases of capital construction project execution in the Engineering and Construction industry.
  • Thorough knowledge of supply chain procedures and documents relating to a construction project.
  • Experience in leading teams and managing workload distribution and execution.
  • Working knowledge of the Engineering and Construction industry contracting practices, applicable government and commercial regulations and practices.
