Job Summary:

Provides records management guidance and coordination of work scope across the home office, alternate execution centers (AECs), design partners, jobsite, and client, as required. As a member of the Project Team, is responsible for establishing, planning, controlling, and directing records management and administrative activities to support successful project execution.

Major Responsibilities:

  • Participates in the setup of the Electronic Content Management System (ECMS) database; identifies the security model required based on project needs; and implements the ECMS to register, control, distribute, transmit, file, and archive project records for a team in multiple locations.
  • Works in a collaborative manner with the client, design partners, subcontractors, and vendors to establish and implement the project ECMS.
  • Facilitates a strategy for the execution of the records and administrative tasks outlined in the contract or scope document.
  • Plans scope of administrative work, establishes priorities, trains personnel to perform their assigned duties in area of responsibility, for a project team in multiple locations for a complex assignment.
  • Provides input to the administrative staffing plan, including completing requisitions, conducting interviews, and recommending candidates. 
  • Supervises records management personnel assigned to the project regarding design documents, supplier documents, communication, and all other project document types.
  • Develops and implements the project records retention and turnover plans. Meets with the design partners/client as required to finalize the turnover plan.
  • Coordinates project close-out activities inclusive of all functional groups represented on project.
  • Maintains effective communication with other project team members, client, and field personnel to ensure quality, schedule, and budget are met as defined, and provides effective problem resolution with the team.
  • Supports audits for quality assurance, internal technical reviews, client reviews, and ISO 9001.
  • Supports project access to the ECMS, performs associated tasks with ECMS administration, and trains others in these tasks.
  • Ensures vendor, design partners, and Bechtel documentation is processed within established schedule standards.
  • Prepares routine documents, using standard word processing, spreadsheets, or other office software as needed to support work activities.
  • Keeps abreast of department technologies, techniques, and services that are available.
  • Provides technical guidance to project team in the use of the ECMS.
  • Plans, organizes, and implements work processes for efficient document processing, including design and vendor documents, communication, and all other project document types.
  • Develops and implements procedures, and trains and monitors personnel in the effective use of procedures.  Ensures training records for project document management personnel are current.
  • Supports development of duties and standards, provides input for performance reviews, coaches individuals in performance enhancement, and may provide input to the ranking process.
  • Compiles information, analyzes and prepares reports, and establishes metrics for document management activities.
  • Conducts presentations regarding document management status and work process requirements, internally and externally.
  • Authors, revises, and implements the document management plan, including records and information management, document control, project closeout, records retention, and the ECMS.
  • Monitors project budgets for document management, prepares trends and scope changes as needed, including routine personnel forecasts.
  • Performs/assists in other general administrative activities as required.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of degree.
  • Minimum (5) years in a supervisory role managing records program team.
  • Must be able to pass a drug screen and background check.

Required Knowledge and Skills:

  • Experience in records management processes with focus on configuration of the ECMS; work processes and project workflow with other entities.
  • Experience in the effective application of leadership skills including motivation and teambuilding.
  • Demonstrated experience of mapping business processes and correlating to records management tools.
  • Willing to work overtime as required with short notice.
  • Must be willing to travel as required.
  • Recent experience in supervising, training, planning, and distributing work to document management employees in multiple work locations in preferred.
