Bechtel is seeking an experienced Project Environmental Manger to join the execution of an upcoming Project.
Position Summary
The position is the primary contact for the Project on environmental permits, planning, sustainability and compliance during construction and start-up phases. The position will provide technical support and guidance to project functions, relevant to field activities so that the Project successfully controls the risk of harm to the environment. The position maintains contact with regulatory and resource agencies, as necessary, and is responsible for implementing a systematic environmental and compliance program throughout the Project’s field execution phases.
Responsibilities
- Supervises and implements the Project’s environmental and regulatory program, in compliance with Bechtel’s ES&H Management System, and contract and regulatory requirements
- Integrates environmental and regulatory requirements into planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents
- Works with other project-level functional leads (e.g., engineering, construction supervision, CSU, contracts, procurement, project controls) on integrating and addressing environmental requirements in their work packages, executing field activities and products
- Communicates environmental needs, actions and information with site management, front-line supervision and various subcontractors as necessary
- Builds a working relationship with Customer and external stakeholders on environmental and permitting issues
- Prepares permit applications, procedures (e.g. CECP, EMP), environmental assessments, training, and technical and regulatory reports as required by permits, approvals or regulatory legislation
- Provides technical guidance on environmental mitigation measures, resilience controls, and sustainability (including decarbonization, LCA, biodiversity, local content, MDSA, community engagement)
- Supports continuous improvement through risk identification, assessment, issue resolution and environmental performance throughout the Project’s phases
- Coordinates field preparedness and implementation of controls relevant to Hazardous Material Management & Spill Response
- Conducts regular assessments and inspections of project field activities to monitor ES&H compliance with contractual commitments, permits, regulations, and procedural requirements
- Performs field-based monitoring and reporting (e.g. noise, air, water, soil) as required by permits
- Supervises project-assigned environmental personnel and supports execution of the project ES&H program
- Delivers training and awareness campaigns on environmental, sustainability and regulatory compliance aspects to the Project workforce through various formats
Qualifications and Skills
Basic Qualifications
- Bachelor degree or higher in field of science (biology, ecology, geology, natural resources) or environmental engineering from an accredited university, with 5+ years of environmental or permitting experience in the industrial construction or heavy engineering industry
- Level 1:
- Bachelor degree in resource management, environmental science or engineering
- Minimum 5+ Years of Relevant Work Experience
- Understanding of regulatory processes and application components
- Prior experience in field monitoring and compliance, and some experience in Environmental Management Systems, leadership, technical and report writing
- Level 2:
- Masters degree in environmental science or engineering
- Minimum 8+ Years of Relevant Work Experience
- Demonstrated experienced in regulatory applications and approval processes
- Prior experience in establishing an Environmental Management System, including technical standards and field execution, leadership and mentoring, managing subcontractors/consultants, and regulatory engagement and report writing
Additional Qualifications
- Knowledge of federal and state environmental regulations and experiences of regulatory permitting processes
- Experience of developing and implementing an environmental management system
- Experience with implementing industry BMP standards on environmental compliance, emissions, hazardous materials, waste, ESC, and restoration
- Experience in managing environmental subcontractors or consultants
- Knowledge of engineering and construction systems, work processes and execution an advantage
- Experience in environmental monitoring and field inspections an advantage
- Excellent verbal and written communication skills
- Skilled in working collaboratively with others in a complex integrated environment
- Proficient in the use of Microsoft Office suite of products
