Project Overview:
The LNG Plant Support Services (PSS) group provides engineering and procurement services in a post turnover environment for a customer / facility upon which Bechtel was the primary EPC contractor and typically has a strong relationship with the licensor.
PSS also provides construction support for Cheniere at the Corpus Christi and Sabine Pass LNG facilities.
The work consists of support for multiple client portfolios and numerous individual projects within each portfolio. Project scopes can range from small engineering studies to EPC projects in the $10 million to $20 million range. Current workload consists of ~90 projects supporting 9 clients.
Job Summary:
Project Controls Manager on a small to medium size project, or for a project with an above average sized Project Controls staff. Responsible for effective execution of Project Controls programs (engineering, cost estimating, cost analysis/control, and planning/scheduling activities) on an assigned large or major project/program in accordance with Bechtel Group, Inc. and applicable Project Controls Department Procedures. #LI-AA1
Major Responsibilities:
- Manages cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a project, or for discipline/project/proposal estimating or staff planning activities that requires a high degree of technical skill and experience
- Develops the preparation and presentation of project/program estimates and cost forecasts
- Supports project/program organizational and administrative activities
- Provides generally non-routine cost engineering/planning and scheduling guidance
- Identifies and provides innovative solutions to cost engineering and planning/scheduling problems
- Reviews Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned project/program
- Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements
- Coordinates development of all data in support of negotiations
- Provides oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives
- Provides leadership in terms of integrating the risk management process with other key project procedures (e.g., Change Management, Forecasting, Cost, Trends, and Claims and support corporate
Education and Experience Requirements:
- Bachelor's Degree in a related field and 10+ years of experience in Project Controls.
Required Knowledge and Skills:
- Demonstrated skill in management, supervisory, and personnel administrative functions.
- Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning & scheduling functions, including schedule development, control, and analysis, in the field and the home office.
- Experience and demonstrated skill in establishing criteria for Project Controls activities.
- Demonstrated skill in identifying, analyzing, and solving problems.
- Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
- Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
- Knowledge of engineering & construction management customarily acquired over time through specialized instruction or practical experience.
- Knowledge of current industry & technical developments.
