Job Summary:
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.

Major Responsibilities:
Subcontract Management
- Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
- Gathers and compiles support data for the preparation of documents and the management of subcontracts
- Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems
- Monitors areas of subcontract performance, as assigned
- Conducts investigations and inquiries into specific subcontracts problems, as assigned
- Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
- Works with Digital Supply Chain and other Automation Tools
Subcontract Formation
- Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
- Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
- Develops and issues subcontracts and services agreements as assigned
- Receives bids and evaluates bids commercially
- Prepares Commercial Bid Summary and recommendations
- Recommends and secures approvals in accordance with established procedures
- Prepares subcontract documents for execution
- Prepares and maintains control and status reporting documents
- Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
- Experience with the Digital Supply Chain.
- Knowledge of suppliers in the local and national market for specific commodities essential to semiconductor fabrication and structures
- Skilled in negotiating with suppliers on pricing, terms and conditions, and delivery requirements
- Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management and other services.
- Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps.
- Proficiency and experience in soliciting budgetary quotations.
- Proficiency in oral and written communication.
- Possesses comprehensive knowledge of Procurement
- Ability to communicate with suppliers to obtain timely submission of engineering data, and to follow-up on material acquisition, production progress and shipment
- Evaluates production schedules and progress reports from suppliers to determine if suppliers’ programs and work progress meet jobsite requirements
- Expedites Bechtel engineering for the timely review, approval, and return of engineering data submitted by suppliers
