Project Overview:

Bechtel’s Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. Job Summary:

Bechtel is seeking a Process Safety Engineer to join the Process Engineering department within the Manufacturing and Technology Business Unit (M&T). The role provides senior-level technical leadership for process safety deliverables, risk management activities, and cross-discipline coordination throughout project execution.

  • Plan and conduct independent process safety engineering work requiring judgment in the evaluation, selection, application, and adaptation of design approaches.
  • Apply applicable industry standards, codes, accepted design practices, and quality requirement.
  • Execute major process safety deliverables in accordance with established engineering design criteria, procedures, and project requirements.
  • Prepare, coordinate, and review process safety designs, studies, reports, registers, and technical recommendations.
  • Coordinate assigned process safety activities with engineering disciplines, project leadership, clients, suppliers, contractors, and other stakeholders.

Major Responsibilities:

  • Lead HAZID, What-If, HAZOP, and LOPA reviews, and support FERA, QRA, and related risk studies.
  • Develop, coordinate, and maintain process safety deliverables including PHA reports, action tracking, LOPA worksheets, hazardous area classification reports, consequence modeling reports, process safety basis of design, safety-critical equipment lists, and safety-critical system performance standards.
  • Maintain Hazard and Risk Registers throughout the project lifecycle, ensuring risk items, safeguards, and action closures are traceable and aligned with project requirements.
  • Coordinate with engineering disciplines on hazardous area classification, fire and gas detection philosophy, firewater system interfaces, and other safety-critical design inputs.
  • Review and validate third-party studies including Fire and Explosion Analysis, Quantitative Risk Assessment, Facility Siting Studies, Emergency System Survivability Analysis, Escalation Risk Assessments, and SIMOPS Risk Assessments.
  • Support preparation and maintenance of the Safety Case or Safety Report for a Major Hazard Facility, where applicable.
  • Provide technical guidance to resolve multidisciplinary process safety issues and support practical, risk-based design decisions.
  • Interface with project leadership, clients, and authorities having jurisdiction, as required, to communicate process safety risks, recommendations, and closure status.

Education and Experience Requirements:

  • Recognized degree from an accredited university plus a minimum of 8 years of relevant process safety experience.

Required Knowledge and Skills:

  • Professional Engineer (PE) license, IChemE Chartered Engineer status, or commitment to achieving this.
  • Specialist knowledge in one or more of: HAZOP/LOPA, QRA, SIL assessment, consequence modelling, or hazardous area classification.
  • Strong understanding of technical theory, engineering principles, and their practical application in design execution.
  • Familiarity with major process safety regulations, industry codes, and guidance such as OSHA PSM, EPA RMP, NFPA, API, IEC/ISA 61511, IFC, IBC, CCPS guidance, and FM Global Data Sheets, as applicable to project scope.
  • Prior experience in planning and executing greenfield or brownfield projects in one or more of the following market segments: Semiconductor, Pharma, Battery, or Data Center EPC projects.
