Job Summary:
In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.
Major Responsibilities:
Level 1
- Reviews commitment recommendations in accordance with Procurement and Contracts policies and procedures, approving those within delegated authority
- Develops and implements the subcontracting strategy for assigned project or office, incl. development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan
- Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority
- Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures
- Reviews and recommends bid selections that require higher approval authority
- Executes commitments within delegated signing authority
- Reviews prime contract between customer and Bechtel and makes recommendations to Subcontracts Manager to ensure appropriate provisions are reflected in the commercial terms and conditions, and pricing conditions of the master contract forms
- Provides guidance in the development, monitoring, and maintenance of project master subcontracts forms, including legal and commercial terms and conditions to be included in the project subcontract documents
- Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of contracts, and participates in direct negotiations when required
Level 2
- Prepares and/or directs preparation of commercial terms and conditions for use on project contract documents, ensuring that requirements of the prime contract are incorporated
- Participates in the development of the Supply Chain Assignment Schedule and the division of responsibility
- Coordinates Contract execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable Contracts to perform its functions in accordance with project plans
- Reviews evaluations with global business unit functional managers and the global business unit Manager of Supply Chain
- Manages the Subcontract for a contract of low to medium risk or complexity
Education and Experience Requirements:
Level 1
- Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience
Level 2
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Thorough knowledge of contracts, including terms and conditions, specifications, drawings, estimate, proposal, schedule, and other
documents incorporated in the contract - Experience preparing risk mitigation plans with the project team and managing the risk mitigation plan’s execution
- Experience developing and implementing Prime Contract Management Programs for the project
- Ability to establishes tools and/or uses & maintains records and systems as required by Customer and/or partners in Joint Association arrangements
- Ability to coordinate with other project team members to identify customer related actions or inactions, which result in constructive contract changes
- Experience recommending and implementing action plans to document and request the additional compensation or time due
- Experience preparing change orders to the Contract and developing the negotiation strategy and support/conduct negotiations
- Experience developing programs to identify and prepare claims as they arise and coordinate the efforts to negotiate and resolve claims with the Claims Group
- Understanding of contract insurance provisions and coordination with Risk Management personnel regarding occurrences that may be covered by Customer and Legal Department or Bechtel provided insurance
- Prime contract closeout requirements.
