Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

Job Summary:

The CSU Operations Lead will be responsible for the startup and initial operations for all permanent plant equipment and systems from Pre-Commissioning completion until Substantial Completion and handover to the Customer. The Bechtel Operations Lead provides day to day direction to the seconded Operations team until Substantial Completion to ensure safe and reliable operation of the equipment within equipment design parameters, introduction of feed gas and ramp up to prepare for LNG Production and Plant Performance Testing.  

 

This position reports to, and takes day to day direction from, the Project Commissioning & Startup Manager to plan the initial operations of systems to support the completion of the project. 

 

Position will initially be in Houston Texas and will move to site at Port Arthur Texas during the execution phase.

Major Responsibilities:

  • Active leadership in the Zero Accident Plus (ZAP) program; ensuring both process safety and personal safety, as well as ensuring the highest environmental and health standards on the Jobsite. 
  • Active leadership in the Quality program (including work not performed by CSU). Target zero punchlists to avoid downstream impacts. 
  • Day to day direction of seconded Client Operators 
  • Ensuring that project provided operations support is provided (such as buildings and other facilities) 
  • Coordinates the technical input and support of the Air Products team on-site, including supporting commissioning and operations teams. 
  • Management of the performance testing and commissioning demonstration tests, including planning all tests to conform with the requirement of the Prime contract. 
  • Coordinate with the laboratory team to provide project support for commissioning, initial operations, and performance testing. 
  • Coordinate any equipment maintenance and/or operational issues that may require project support, such as the provision of ICSS Engineers for tuning and configuration/graphics changes required. 
  • Participates in HAZOP, HAZID and 3D Model reviews  
  • Performs performance reviews for direct reports and ensures they receive appropriate technical assistance and on-the-job training for their professional development. 
  • Prepare commissioning procedures and plan and document all aspects of commissioning including all necessary materials, personnel, vendor support as required by the project scope of work.  
  • Assists in the preparation of operational manuals and procedures which govern facility operations and monitors adherence to same. 
  • Develops, coordinates. and implements approved and budgeted training and development programs, including on the job training as well as on-site and off-site courses and programs 
  • Develops or obtains training manuals and instructional aids and materials as required. 
  • Implements approved training programs for designated personnel to ensure progressive training. 

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Extensive work experience in Commissioning, startup and operations fields, specifically all aspects of field and control room operation, shift supervision, and development of operational philosophies and processes to ensure safe, and reliable Plant operations. 
  • Prior experience of Process Systems pre-commissioning, commissioning, and startup of LNG systems/facilities. 
  • Prior Experience and knowledge of AP-C3MR Process 
  • Prior experience with Bechtel CSU processes and procedures preferred. 
  • Knowledge of processes and work task involved with large scale gas processing facilities.  
  • Has planned and directed commissioning and startup/operations assignments. 
  • Experience working with Management, Client, Operations, Maintenance and Engineering personnel. 
  • Ability to make day-to-day decisions that directly affect project management improvements within assigned area or project and makes recommendations to senior management regarding policy and procedure. 
  • Knowledge & previous experience of testing, commissioning, start-up, operation & turnover practices. 
  • Knowledge & previous experience in PTW, STARRT, JHA, LOTO procedures & practices. 
  • Proven leadership skills & ability to supervise craft for testing, startup and operations activity. 
  • Experience and demonstrated ability to deliver training courses using classroom techniques and standard or improvised teaching aids
