Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

 

Job Summary:

The Offsite Manufacturing Subcontracts Manager participates in planning, work hour calculations, budgeting, and contract management for OSM within the Subcontracts, Supply Chain function. This position participates in the planning, staffing and training of personnel. Participates in the development, modification, and execution of policies, procedures, and plans that affect project operations involving contract management. Responsible for interface as required with suppliers, subcontractors, cross-functional teams and the customer. Provides leadership for the development and maintenance of a high-performance team. Has responsibility for execution of respective work and ensuring that the project is delivered within contractual requirements, standards of quality, safety, and to Customer and Bechtel performance expectations. #LI-MJ1 

 

Major Responsibilities:

  • Leads subcontract operations to ensure the effective management of subcontracts
  • Implements the Standard Work Process Procedures and automated (sub)contract management systems
  • Leads and implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Analyzes the contract commercial terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work
  • Monitors and supports remedial actions and recommends appropriate tradeoffs
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract management and other major matters
  • Responsible for medium sized, moderately complex subcontract on a project
  • Manages moderately complex contract changes by negotiating with customer personnel and obtaining settlement
  • Represents Bechtel in contractual discussions of moderate complexity
  • Manages information programs to ensure mutual understanding of subcontract terms and conditions
  • Prepares periodic status reports for management
  • Develops and oversees appropriate mechanisms to monitor compliance tithe subcontract terms and conditions
  • Maintains a working relationship with Construction, Engineering, Procurement, Legal and Risk Management to facilitate organizational interfaces between those performing subcontract management
  • Ensures adherence to (sub)contract insurance provisions and to ensure implementation of any requirements in this regard with Regional and Corporate Risk Management personnel
  • Executes commitments within delegated signing authority
  • Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of service requisitions for project contracts and/or changes. 
  • Develops project contracts operating procedure for review by designated supervisor and inclusion into the project contract procedures
  • Develops and coordinates project work hour estimates for the contracts function
  • Monitors project work and the expenditure of work hours within approved budgets
  • Works with Digital Supply Chain and other automated tools
  • Contributes to the development and delivery of training to all subcontract personnel
  • Develops and coordinates the contracts personnel staffing plan to ensure staffing levels support project workload and contract personnel are added and released in an orderly manner
  • Oversees the development, monitoring, and maintenance or project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor
  • Ensure that project contracting of goods and services is consistent with established directives, management instructions and contract procedures
  • Oversees contract operation in the project, specifically for Offsite Manufacturing Facilities, field and support offices to ensure compliance with project requirements

 

Education and Experience Requirements:

  • BA/BS Degree in a related field plus a minimum of 15 years of professional, related experience.

 

Required Knowledge and Skills:

  • Recognized as advanced contributor with specialized skill set
  • Considered subject matter expert within discipline
  • Has wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways

  • Advanced knowledge in Engineering and Construction activities, and knowledge of work processes related to Supply Chain/Subcontracts functions
