Job Summary:
Provides work process and systems expertise, advice, and direction for materials management planning activities during the front-end stage of the project. Supervises materials management planning personnel in a project office, support office, or interim project location such as fabricator or (Sub)Contractor facilities. Participates in development and execution of plans involving automated and manual Material Management systems. Develops project workhour estimates and monitors against approved budgets. Assists in establishing long-range personnel objectives and in developing personnel. Provides materials planning support to project functional groups. #LI-CS
Job Dimension:

- Reports to and receives operational direction from the Project Procurement Manager or designee.
- Receives functional guidance from the global business unit Functional Materials Manager

- Provides operational direction to materials management planners and other personnel assigned to materials management activities.
C. Contacts
- Maintains direct working relationships with the Customer, Discipline Engineers, Construction Coordinator, Project Controls, Procurement, vendors, fabricators, and contractors, to ensure mutual understanding, development, and attainment of objectives, plans, and requirements for materials management of the project.
Major Responsibilities:
- Supervises a team of materials planning personnel. Conducts annual performance reviews and recommends salary actions, classification changes, terminations, and transfers.
- Provides input for developing project workhour estimates for the Materials Planning function. Monitors project work and the expenditure of work hours within approved budgets.
- Trains and coaches newly assigned Materials Planners to the requirements and procedures of the global business unit, project, and Customer. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
- Assists the Project Procurement Manager in establishing long-range personnel objectives and in developing personnel to fill materials management requirements.
- Finalizes the Materials Management Plan and reports changes to the Plan, helps resolve deviations from the Plan, and obtains approval during the execution of the project.
- Finalizes the Material Responsibility Matrix and coordinates deviations or changes required to it and to the affected parties on the project.
- Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups. Where necessary, participates in preparation of project-specific desktop instructions for use by the functional groups regarding automation interfaces on materials related transfers.
- Ensures the material identification methodology permits accurate statusing and distribution of materials according to the priority and sequence of construction activities.
- Determines, with the functional groups, the best strategy for fabricated systems that provides the most overall value on the project. Develops fabrication curves for major bulks such as structural steel and pipe spools.
- Prepares flow charts for the materials management process for key commodities within area of responsibility.
- Identifies any “special” or potentially lengthy approval requirements that could impact the timely issuance of the key engineering deliverables that drive the materials work process.
- Identifies, in coordination with Engineering, critical design drawings and data required from suppliers that may affect the timely issuance of other design deliverables that may be needed by Construction well ahead of material delivery.
- Reviews the initial master schedule and timing and sequence of each functional group and provides input to the Project Execution Plan as required with respect to materials related activities.
- Reviews milestone status reports for adherence to schedule for critical path materials. Suggests alternative materials approaches when it appears critical path material deliveries will not meet schedule.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Advanced knowledge of front-end materials management work processes and systems expertise.
- Advanced knowledge of project Procurement operations related to the acquisition of materials on projects.
- Advanced knowledge of Engineering disciplines, the work process and the deliverables produced.
- Advanced knowledge of ERP systems including drawing takeoff input, Material Allocations, Expediting, input of requisitions, and goods and services codes.
- Advanced knowledge of related Engineering, Project Controls, and Construction, and their modes of data interfacing with ERP systems and each other.
- Advanced knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with ERP systems.
- Intermediate knowledge of Microsoft Office applications.
- Advanced knowledge of common policies, instructions, and Procurement procedures and guidelines.
- Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting.
- Basic experience, skill, and/or training in supervising workload distribution and execution of work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling when delegated, training, terminations, and transfers.
- Advanced skills in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, and Project Management.
