Lead Estimator - Heavy Civil

Job Summary:

Prepare, review and present general and/or discipline estimates (earthworks, piling, marine works, soil improvements, roads, site utilities, etc.) in heavy civil business.  Responsible for conceptual estimating, cost analysis and estimate planning, coordination and consolidation.  Responsible for directing the cost estimate effort on a major project or on multiple small projects.  Performs department organizational and administrative activities when delegated. 


Job Responsibilities

  • Provides technical leadership in area of responsibility to ensure consistency in approach and outcomes  across  projects
  • Develop  and  approve  estimate  approaches, budgets, and schedules within area of responsibility
  • Provide  expert  guidance and reviews of all estimates and studies in area of responsibility
  • Perform high-level confirmation of developed quantities for completeness and reasonableness in area of responsibility.    
  • Provide guidance in the development and reviews of criteria for development of pricing structure and provides guidance to  assure  complete  and  reasonable  pricing  in  area  of  responsibility.   
  • Review  and  approve estimate  and  cost study presentations, comparisons and reconciliations in area of responsibility
  • Review  and   recommend  contingency  ranges and escalation rates to be presented to the project team in area of responsibility
  • Leads cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline  area.    Within area of responsibility, leads IC team in the Identification of risk items, assignment of risk levels to portions of the project work and identification of measures to mitigate  risk
  • Takes a lead role in estimate reviews and presentations to project management and senior management in area of  responsibility
  • Interfaces with designated management personnel on specific sections of estimate presentation
  • Proposes, implements and uses new automation techniques to enhance discipline estimating processes



Job Qualifications:

  • 16+ years estimating experience with a major heavy civil, highway, or bridge contractor; experience with tunneling projects, ports, rail, and transit projects. 
  • BS degree in Civil Engineering (or equivalent) preferred.
  • Prior experience in field construction positions preferred.
  • Experience with supervising and leading a team of estimators for large Heavy Civil proposals
  • Ability to Travel
  • Advanced level of expertise in the use of HCSS (HeavyBid), or similar computerized estimating systems, and Microsoft 365 suite of tools.
  • Advanced level of expertise with heavy civil (earthworks, piling, soil improvements, marine, roadwork etc.) and construction indirect estimate development
  • Advanced verbal and written communication skills with demonstrated ability to present cost information to peers, management and customers.
  • Advanced knowledge and experience with EPC estimating methods, processes, and procedures including the full range estimate classifications levels. 
  • Advanced experience with development of crew and equipment based estimating
  • Advanced experience with development of contingency and risk assessment models and tools
  • Knowledgeable in use of computerized take-off tools .
  • Knowledge of Critical Path Method scheduling procedures and experience utilizing CPM to manage large, complex projects
  • Ability to develop project scope and estimates for construction indirect works
