Position Description    
Responsible for cost engineering, cost estimating, and cost analysis and control activities for a major project(s), or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience. Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering problems. Provides generally non-routine cost engineering guidance to projects. Supports and promotes improvement measures and implementation of recommendations for the global business unit. Supports organizational and administrative activities

Position Duties/Responsibilities
On a large scale LNG Projects, the Lead Home Office Cost Engineer will be responsible for the development and maintenance of the Project Code of Accounts, development and maintenance of the Total Installed Cost (TIC) Budget utilizing ecoSys. Additional duties include forecast coordination, change management, cash flows and Project Financial Status Reporting (PFSR). Other duties include analyses and input to the Monthly Progress Report on cost related issues and production of a separate internal monthly cost report. Interfaces directly with Project Accounting and Project Procurement to resolve discrepancies. Applicant will provide technical and operational direction to assigned cost personnel. Prepares detailed staffing plans for cost engineering activities. Prepares or reviews distributable and/or contractor's indirect cost estimates, and develops the basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non-manual manpower, startup services, payroll taxes and insurance, and other field office costs. Researches and develops or reviews tax estimates, including federal, state, and local tax issues. Assists in developing or develops foreign currency and exchange rate estimates

Job Qualifications
Excellent verbal and written communication skills to present data and analysis to PC, other groups, Bechtel Mgmt and Client Mgmt. Leadership skills, supervisory skills, and the ability to adapt project controls principles into a multi-company environment is essential. A working knowledge of planning work processes related to cost engineering activities is required. Familiarity with Bechtel standards, procedures, organization and automated systems preferred. Familiarity with domestic project execution is preferred. At least 18 years of experience preferred in EPC cost engineering for OG&C projects. Bachelor's Degree required; Master's preferred.
