Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Overview:
The Lead I&C Commissioning & Startup-OSBL (Outside Battery Limits) is responsible for overall organizing and directing of the I&C CSU team activities (Within OSBL) including co-ordination with client, sub-contractor, and suppliers. Coordinate OSBL I&C equipment pre-commissioning, commissioning, and startup testing. Responsible for I&C systems and components under care, custody, and control of the commissioning team. Responsible for ensuring all safety procedures and policies are in place and adhered to for all I&C systems and components under care, custody, and control of the Commissioning Team. Ensures that all applicable SWPP’s and STCP’s are being utilized and followed. This Position will Start in Houston Office during planning Phase and Transfer to the Jobsite for field Execution toward Q4 2025
Job Summary:
- Plans and conducts work requiring judgment in the evaluation, selection, application, adaptation, and modification of standard techniques, guidelines, procedures, and criteria.
- Devises new approaches to startup, maintenance, operation, or testing.
- Provide supervision for a wide range of I&C equipment and system testing & commissioning activities to the CSU team. Duties include, but are not limited to the following:
- From an execution perspective, assure the preparation of CSU testing & commissioning procedures, work packs & documents is complete by team.
- Participate in walk down of systems for turnover from Construction to CSU to Client.
- Direct CSU Supervisors during testing & commissioning phase in support of System Engineers.
- Coordinate with Construction team during testing & commissioning phase to ensure safe execution.
- Work with CSU subcontractors, supplier representatives & other discipline teams during testing & commissioning phase to ensure proper documentation of testing.
- Support LOTO activities by review during work preparation, and 100% compliance of craft sign on/off during execution of work.
- Support home office activities, including input to the Execution Plan, Staffing Plan, CSU Strategy, etc.
- Work with Engineering during Model Reviews. #LI-SP1
Major Responsibilities:
- Plans, schedules, conducts, or coordinates detailed phases of startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite pre-commissioning and startup assignments as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements.
- Assists with the preparation of operations manuals.
- Plans, guides, or prepares project administrative and technical documents as required for startup, maintenance, operation, or testing.
- Coordinates startup between project engineering, construction, specialty staff groups, clients, and vendors.
- Assumes a lead role over other engineers for specific tasks as assigned. May direct overall startup activities on specific assignments.
- Assist in HAZOPS / SIMOPS Reviews.
- From an execution perspective, assure the preparation of CSU testing & commissioning procedures, work packs & documents is complete by team.
Education and Experience Requirements:
- Level I: Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience
- Level II: Requires bachelor's degree (or international equivalent) and 14-17 years of relevant work experience.
Required Knowledge and Skills:
Primary Skills:
- Good knowledge & experience of gas production equipment and I&C systems.
- Good knowledge of I&C requirements for completion of construction and startup of Gas Turbines, Compressors, Process Pumps and Fans.
- Good knowledge & experience of testing, commissioning, start-up, operation & turnover practices.
- Strong knowledge of process electrical isolation to perform safe I&C tasks.
- Good knowledge & experience in PTW, STARRT, JHA, LOTO procedures & practices.
- Good leadership skills & able to supervise craft for testing, startup and operations activity.
- Good computer skills including experience with MS Excel & MS Word.
- Good knowledge of and prior experience in using Bechtel's SWPPs and STCPs to govern work activities.
Task Management:
- Position requires the ability to multi-task several CSU groups performing different testing and maintenance activities simultaneously while planning future activity and documenting results.
- Must be able to track tasks and complete assignments on schedule.
- Must understand the required result of testing, pay close attention to details of test, thoroughly document and delivery of test results in a timely fashion.
- Must be able to plan and execute work in order to meet deadlines.
- Must be detail oriented and possess good organizational skills.
JOB KNOWLEDGE:
- Technical knowledge of startup, operation, maintenance, or testing.
- Knowledge of engineering systems, applications of startup and operations and basic knowledge of application of computers to engineering problems.
- Broad knowledge of precedents in the startup or operations area and a good knowledge of principles and practices of related areas.
- Good knowledge of industry or regulatory standards and design criteria pertinent to plant or equipment operations.
- Sufficient number of specialized courses in relevant general engineering or an appropriate engineering discipline to meet job requirements, and
- Practical work experience in startup, operation, or other relevant experience in design engineering, construction, field engineering, or plant operation in industrial or process facilities and
- Previous experience with Compressors/Rotating Equipment ,flares gas turbines and experience in LOTO Systems and Training required
