Job Summary:

Supervises Industrial Relations (IR) functions, including but not limited to Craft Employee Relations, Workforce Development, Recruiting, Business Development and/or Shared Services. Interfaces with Senior Management, Site Management, client, craft workers, outside organizations and general public. Effectively partners with the Workforce Development group as required to achieve and promote Workforce Development goals.  Ensures that IR activities conform to company and site policies/procedures and legal requirements.

JOB DIMENSIONS:

A. Supervision Received

  • Receives functional supervision from an IR Manager and/or the Global Workforce Services Manager.
  • When assigned to a project, receives operations supervision from the project site manager.  When assigned to an office, operational supervision may come from a IR Manager and/or the Global Workforce Services Manager.

B. Supervision Exercised

  • Manages assigned section(s) of the IR organization and provides technical and operational guidance to IR employees and/or site construction managers/project superintendents.

C. Contacts

  • Contacts are with project management, site management, craft workers, IR personnel, proposal teams, other functional support groups, and outside organizations. #LI-TH1 

Major Responsibilities:

  • Manages Industrial Relations daily activities and provides direction and guidance to Industrial Relations personnel in implementation of IR activities.
  • Works with Legal department representatives on pending legal actions arising from labor disputes.  Provides documentation as needed and serves as a witness when required.
  • Ensures adherence to Bechtel and Industrial Relations policies and practices.
  • Reviews policies and practices and recommends changes as needed.
  • Remains cognizant of labor laws and related legislation applicable to manual construction employees. 
  • Participates in Industrial Relations personnel planning and development by conducting performance evaluations for subordinate personnel, recommending salary actions and reassignments, and interviewing and recommending applicants for job openings.
  • Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects.
  • Supervises the development and implementation of process improvement initiatives with construction management.
  • Establishes Communication plans to ensure craft employees are kept apprised of any changes that may impact them.
  • Collaborates with the Project Workforce Development Manager to ensure there is a robust training program.
  • Leads the development and overall recruiting strategy to ensure requisitions are being filled in a timely manner via external recruiting measures or our candidate referral process.
  • Provides counseling and guidance to site construction managers on labor related issues.
  • Reviews and approves project estimates, budgets, and forecasts for sufficient IR resources.   Participates in the proposal process from an IR prospective – estimate submittals, reviews, and client presentations.
  • Ensures compliance with all employee data privacy regulations.

Education and Experience Requirements:

Level 1

  • Requires bachelor's degree (or international equivalent) and 8 -10  years of relevant experience or 12-14 years of relevant work experience

Level 2

  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Undergraduate degree with an emphasis in Human Resources, Industrial Relations, Construction Management preferred.
  • Prior experience directly related to Industrial Relations or an equivalent combination of education and experience.
  • Proven experience directly managing functional departments and related direct staff to execute IR organizational goals is required. 
  • Experience in supervising Industrial Relations functions on direct hire construction projects and operating facilities.
  • Broad knowledge of labor and employment laws as they apply to construction workers.  Knowledge of Bechtel’s legal procedures in the handling of law suits arising from labor disputes.
  • Broad knowledge of United States open shop craft recruiting, workforce development, and employee relations.
  • Knowledge of Bechtel Construction Services policies and procedures is preferred.
  • Previous experience in Industrial Relations managing IR functions or applicable responsibilities in related organization is preferred.
