SUMMARY:

Responsible for the development and implementation of IR execution plan. Supports the Industrial Relations team with the development and implementation of IR systems, tools, programs policies and procedures.

 

ESSENTIAL JOB DUTIES:

 

  1. Develops and implements programs, policies and procedures in accordance with the IR/construction execution plan.
  2. Functionally responsible for training IR team members in the IR execution model, including systems, and relevant procedures and policies, including workforce development, recruitment, employee relations and communication programs.
  3. Ensuring consistency and alignment across all US Gulf Coast projects in relation to recruiting practices, processes and procedures.
  4. Establish reporting tools and dashboards for use and implementation by the projects.
  5. Works closely with Workforce Development to develop training programs that align with construction execution.
  6. Developing and Implementing regional recruiting strategy, including offices, advertising and recruiting campaigns.
  7. Responsible for advertising strategy for all US Gulf Coast projects.
  8. Oversees all craft manning and demobilization efforts, including the identification and transfer of craft from one project to another.
  9. Leads the development and overall recruiting strategy to ensure requisitions are being filled in a timely manner via external recruiting measures or our candidate referral process.
  10. Supervises the development and implementation of process improvement initiatives with construction management.
  11. Establishes Communication plans to ensure craft employees are kept apprised of any changes that may impact them.
  12. Reviews policies and practices and recommends changes as needed.
  13. Ensures adherence to Bechtel and Industrial Relations policies and practices. 
  14. Remains cognizant of labor laws and related legislation applicable to manual construction employees.  
  15. Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects.
  16. Reviews and approves project estimates, budgets, and forecasts for sufficient IR resources.   Participates in the proposal process from an IR prospective – estimate submittals, reviews, and client presentations.
  17. Ensures compliance with all employee data privacy regulations.

 

Basic Qualifications:

 

Minimum of 15 + years’ relevant IR/HR experience, including employee relations, recruiting and process improvement

Minimum of 5 + years Industrial Relations experience in a construction environment

Proven experience directly managing functional departments

Experience in supervising Industrial Relations services and functions on direct hire construction projects

Broad knowledge of labor and employment laws as they apply to construction workers. 

Knowledge of Bechtel’s legal procedures in the handling of law suits arising from labor disputes.

Broad knowledge of United States open shop craft recruiting, workforce development, and employee relations.

Knowledge of Bechtel Construction Services policies and procedures is preferred.
