Project Overview:

Driftwood LNG is a greenfield LNG export terminal located on an approximate 700-acre plot on the Calcasieu River due south of Sulphur, Louisiana. The project will be permitted for a nominal 26 MTPA LNG facility based on 20 liquefaction units of 1.3 MTPA each, divided into five LNG plants with four units in each LNG plant (each four unit LNG plant hereafter a “Plant”). The Project will also include three 235,000m³ full containment LNG tanks and three marine loading jetties that will support ships with capacity of up to 216,000m³. All plants will be built direct hire by Bechtel. Currently the project is under a Limited Notice to Proceed for site works that progresses until the end 2024. Client has announced they intend to release another LNTP by Q4 2024 for Long Lead Equipment and is expected to have a Full Notice to Proceed by Q1 2025. Once this occurs the Project is expected to then be fully released to complete the LNG export facility.

 

Job Summary:

Expediting specialist reports to and receives operational direction from the project Expediting Supervisor. Receives functional guidance from the Expediting Manager. Responsible for coordination with project and project procurement management, engineering, construction, startup, planning and scheduling, area expediting, and other procurement personnel assigned to the project team. Maintains contact with suppliers to monitor the progress of material and equipment orders. Coordinates with area expediting personnel assigned to perform project visits.

 

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-CS1

 

Major Responsibilities:

  • Contacts suppliers to obtain timely submission of engineering data and to follow-up on material acquisition, production progress and shipment.
  • Evaluates production schedules and progress reports from suppliers to determine if their programs and work progress meet jobsite requirements.
  • Compiles data needed to prepare the critical items reports or other supplementary reports as required. Coordinates the accumulation of data from project expediters and issues reports for the expediting group.
  • Coordinates with planning and scheduling, field material coordinators or jobsite project expeditors and construction to establish priorities, sequences and required delivery dates and instructs suppliers accordingly.
  • Expedites Bechtel engineering for the timely review, approval and return of engineering data submitted by suppliers.
  • Represents expediting at project team meetings.
  • Maintains a working file of expediting related documents and memoranda of conversations to record expediting activities. Maintains a system to initiate follow-up actions at appropriate times.
  • Provides information for area expediting assignments for prime and suborders as necessary.
  • Monitors outstanding area expediting assignments, reviews expediting reports, and takes corrective action on problems identified in the reports.
  • Obtains copies of supplier’s orders for material, performs sub-supplier expediting, where necessary, and works closely with supplier quality representatives to ensure awareness of materials subject to quality performance and their locations of manufacture.
  • Participates in pre and post-award meetings to review and discuss schedules and potential problem areas that may impact required shipment dates.
  • Coordinates shipping arrangements or tracking requests with the project Logistics representative.
  • Reviews material receiving reports against shipping documents to verify that material has been received at jobsite. Assists in tracing missing material.
  • Subject to project requirements, monitors the issuance of material requisitions, and other project and procurement actions affecting material deliveries.
  • When assigned to jobsite:
  • Maintains continuing contact with the office project expediting staff to exchange information about jobsite requirements and current order status.
  • Attends construction coordination meetings, coordinates with construction, planning and scheduling, jobsite engineers, and other field procurement staff to ensure that field material requirements receive timely attention and follow-up action.
  • Coordinates customs clearance (on international jobs) of critical material and equipment with Logistic representatives.

 

Education and Experience Requirements:

Level 1: Related bachelor’s degree and at least 2 years’ industry experience in aspects of expediting of major equipment and bulk materials; or at least 3 years’ experience in expediting functions.

Level 2: Related bachelor’s degree and at least 3 years’ industry experience in aspects of expediting of major equipment and bulk materials; or at least 5 years’ experience in expediting functions.

 

Required Knowledge, Skills, and Abilities:

  • Working familiarity with engineering and procurement practices, and general understanding of production methods.
  • Experience in expediting visits to supplier shops, monitoring supplier performance.
  • Capable of providing early warning to the Project Management of supplier deficiencies or schedule slippage.
  • Knows how to deal professionally with suppliers and project personnel.
  • Interprets schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.
  • Knows the supplier warning and advisory process.
  • Skilled in preparing clear and comprehensive correspondence and reports.
  • Understands budget development and management.
  • Understands the Logistics and Supplier Quality process functions.
  • Good oral and written communication skills regarding technical and production matters with both project and supplier personnel.
