Project Overview:
To meet increasing demand for natural gas and to enhance the stability of natural gas supplies in Taiwan, CPC is expanding its facility to include two full containment tanks and associated regasification facilities. Bechtel will execute engineering, procurement, and construction of two 180,000 m3 full containment LNG tanks, Taiwan’s largest storage tanks ever built.
CPC is leading the way for Taiwan in meeting the country’s clean energy aspirations by rapidly expanding the country’s LNG import terminals to support the move from coal to natural gas as their primary transitional source of energy for the near future.
Job Summary:
In this role, you will be responsible for leadership and support for commission and startup activities on LNG Tanks and associated equipment. This will include development of plans and required documentation prior to mobilization to site.
You will help coordinate CSU personnel to support project management, engineering, construction, and clients to leverage diverse technical team skills to integrate the startup plan. You will identify risks and trends, manage progress reporting, and proactively correct them to ensure goals, schedules, and requirements are met.
Major Responsibilities:
- Deputy Start Up Manager shall champion safe and efficient commissioning and start up
- Management and supervising commissioning, startup and operations activities as required by Bechtel projects standards
- Take directions from the Startup Manager as well as reporting and feedback on progress, advising on resolution or mitigation of technical or personnel issues
- Plans and manages startup assignment on which there are unique problems in schedule, finance, construction, or design, or multiple smaller projects as assigned
- Possesses technical responsibility for organizing, executing, and coordinating these assignments
- Makes day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy procedure
- Reviews project designs, including recommendation of changes to design so that the project(s) are safe and operable
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
- Experienced in electrical/instrumentation commissioning and start up
- Excellent communication and stakeholder engagement skills for coordination with engineering, operations, and client teams.
- Integrated Safe Systems of Work, including PTW, LOTO, SIMOPs, Work Area Authorization
- Proven in the integration of electrical systems during commissioning and start up
- Proven in the integration of instrumentation from field to DCS/ICSS
- Demonstrated leadership in ES&H, ensuring strict compliance with safety standards during energization and startup.
- Completions Management Systems (CMS)
- Strong analytical / organizational skills.
- Experience in a commissioning or technical consulting field such as facility design, engineering, construction management or related areas.
- Strong and effective communicator at all levels within the business.
- Strong background in project execution planning, risk analysis, and contract/subcontract negotiations.
- Identifies owner’s goals, needs, and expectations for building operation and function; identifies the commissioning responsibilities.
- Proven leadership and supervisory skills with a focus on mentorship and accountability.
- Ability to organize and staff CSU teams within a matrix organization and manage multidisciplinary teams.
- Mandarin Chinese language skills are a plus (both speaking and reading).
