Project Overview:

Driftwood LNG LLC is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

 

Job Summary:

The Deputy Project Procurement Management role with a focus on project procurement execution of large EPC, lump sum turnkey, direct-hire projects. Provides expertise, guidance, and coordination involved in project procurement execution to include responsibilities in the commercial and administration of purchase order commitments for capital equipment and bulk materials. Communications extend to the Project Supply Chain team, Project Management, and the Supply chain Functional organization to establish clear definition of requirements and to assure performance to the stated project requirements. Reports into the Project Procurement Manager and assists and conducts team and project management meetings as required to perform and status the work. #LI-AA1

 

Major Responsibilities:

  • Participates with the project team on a large project in defining and developing the scope of Procurement work, and in preparing and coordinating Procurement plans, procedures, schedules, estimates, forecasts, and budgets 
  • Responsible to maintain key/critical supplier relationships with supplier’s senior personnel to ensure performance of the work.
  • Participates with the Project Management Team in reviewing the scope of Procurement work, and in preparing and coordinating Procurement plans, procedures, schedules, estimates, forecasts, and budgets.
  • Contributes Procurement input to the preparation and/or modifications of the project’s prime contract 
  • Develop and/or support the Project Interface Plan for use by execution offices, to ensure understanding of communication channels, tools and resources, and respective office divisions of responsibility.
  • Prepares and/or directs preparation of commercial terms and conditions for use on all project purchase documents, ensuring that requirements of the prime contract are incorporated 
  • Develops, coordinates, and makes Procurement presentations to project and/or Customer personnel 
  • Prepares or directs preparation of the project Procurement procedures in conjunction with global business unit and Corporate functional management; contributes to the project procedures; monitors the Procurement team’s implementation of the project procedures; revises procedures and secures approvals as necessary 
  • Communicate with the respective Project Supply Chain Manager (as applicable), Project Procurement Manager, and interface counterparts to address opportunities for improvement / standardization / commonality through all phases of the procurement cycle.
  • Assists with the development of the Supply Chain Assignment Schedule and the division of responsibility 
  • Coordinates Procurement execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable Procurement to perform its functions in accordance with project plans 
  • Plans and directs the orderly closeout of Procurement operations, including destaffing, settlement of claims and back-charges, and resolving punch list items assigned to Procurement

 

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 12+ years of relevant experience or 15+ years of relevant work experience.

 

Required Knowledge and Skills:

  • Being a Certified Bechtel “Negotiation Ace“ and / or “Supply Chain Supervisor” is an asset.
  • Knowledge of the commercial and logistics aspects of global procurement of equipment and materials.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, including Project Management and other Service organization Leaders.
  • Working knowledge of change management procedures as it applies to procurement of goods, such as Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Advanced knowledge of procurement regulations, policies, and practices as they pertain to the engineering and construction industry and large project execution.
  • Strong ability to prioritize and stay organized.
  • Field Procurement experience
  • Working experience with the Oracle Digital Supply Chain System.
  • LNG EPC experience is preferred.
  • Been involved in the execution of our Project Supplier Quality Program.
  • Has experience with our Materials Management Program.
  • Has working knowledge of our Logistics execution, understanding of how our contracts are setup and implemented.
