Job Summary:

The Deputy Operations Manager for Custom Arc is responsible for Managing supervisors and directing welding operations across multiple Project. Supervises and directs craft professionals, subordinate supervisors, and others, as assigned. Ensures assigned construction performance is following specifications and within schedules and budgets. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift work.. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).#LI-TH1

Major Responsibilities:

Coordinates with Discipline Superintendents and the Lead Field Welding Engineer to validate manpower and welder qualification requirements. 
Provides direction to Welding Superintendents, Welding General Foremen and Foreman as necessary to support welding initiatives across the project, ensuring the welders assigned to each task have the skill sets necessary to satisfactorily provide first time quality with minimal rework. 
Reviews weekly scheduled work plans with discipline superintendents for pipe commodities to ensure the project have the welder resources available with the proper qualifications to support the planned work scopes. 
Ensures that scheduling concerns and constraints are identified and elevated to construction management team.  
Provides input to weekly production meetings to ensure sufficient welder support is also scheduled and available by area.  
Supervises and coordinate daily with direct hire and subcontract representatives on pipe construction activities Included but not limited to fabrication team and materials management team.  
Responsible for ensuring the welding commodities, equipment, and consumables gases are available and staged in assigned areas 
May require interface with Site Management and Client / Owner.  
Supervises and directs craft activities, subordinate superintendents, and others, as assigned.  
Manages established area operational plans.  
Schedules work to be performed and reviews work accomplished by each craft.  
Supports, coordinates and reports field activities of construction subcontracts 
Determines workforce requirements. 
Participates in weekly cost and schedule reviews with senior management.  
Coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project. 
Forecasts labor unit rates, field distributables, construction equipment, and quantities. 
Coordinates construction operations impact on external interfaces to ensure they coincide with the overall established schedules. 
Coordinates with other subcontractors and external stakeholders (or subcontractors) to plan construction schedules 
Safety/Quality 
Monitors work activities and ensures the quality of work performed.  
Works with Construction Field Engineers, Foremen, and Craft Professionals, in interpreting  
Engineering design documents, vendor documents, and other technical documents Coordinates engineering solutions with Subcontractors, and Foremen and Craft Professionals. 
Coordinates with Design on constructability issues.  
Participates in development of Commodity Installation means and methods 
Develops understanding of industry / International Codes & Standards applicable to work scope. 
Represents Bechtel in external meetings with local union officials  
Supervises the implementation of process improvement initiatives with union officials, construction management, and reviews policies and practices and recommends changes 
Participates in delivery of craft new hire orientation 
Supports and coaches field supervision on managing performance of craft employees, ensuring fairness and consistency across the project 
Handles Labor Relations activities on small to medium sized project, including resolving work stoppages 
Works with local and regional labor union representatives to maintain cooperative labor-management relations on the assigned construction projects 
Decides on necessary preventative and/or corrective actions to minimize labor problems that may lead to work stoppages and construction schedule delays 
Works with subcontractor representatives performing work on the construction project to ensure labor contracts are interpreted correctly, and work rules are enforced uniformly 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience​
  • Minimum of 16 to 20 years industry experience in welding and welding supervision with a minimum 16 years Bechtel experience. Knowledge of supervisory functions relating to field welding activities  

Required Knowledge and Skills:

  • Heavy industrial direct hire construction experience commensurate with union projects and the type of work to be undertaken. 
  • Knowledge of supervisory functions relating to field welding activities
  • Good communication skills, both verbal and written
  • Computer literate in word processing, spreadsheets, and database applications.
  • Working knowledge of applicable industry codes and standards.
  • Excellent communication and problem-solving ability.
  • Ability to develop 3 week look ahead schedule
  • Demonstrated ability to manage and lead teams.
