Project Overview:
This role assists in the development, design and implementation of the systems and processes that support our craft recruitment operations. The role is responsible for ensuring that the system design and configuration allows Projects to recruit, hire, manage, pay, and move our craft professionals efficiently through the recruiting and onboarding activities with accurate and properly protected personnel data.
Job Summary:
Supporting the recruitment and onboarding activities of our craft professional employees requires that our Industrial Relations and Construction teams have the tools to recruit, screen, hire, onboard, promote, and manage our workforce efficiently. This position supports Industrial Relations activities related to Craft Applicant Tracking Systems and Craft Human Resources Information Systems. Reporting to the Workforce Planning Manager, the Craft Professional Systems Specialist will be responsible for assisting in the design and scope of processes necessary to support a Projects’ mobilization requirements using existing craft recruitment systems. Upon execution of the developed processes this role will provide support, ongoing end-user training, access requests, troubleshooting, data manipulation/maintenance, and other activities related to craft employment information systems.
Education and Experience Requirements:
- Requires a minimum of 4-6 years of related experience
- Associate degree or related technical training preferred
Major Responsibilities:
Participate in scope meetings with new Projects to determine mobilization requirements and processes.
o Be knowledgeable in craft recruitment and mobilization processes to offer design solutions using existing company platforms and systems, ensuring overall core craft recruitment practices and procedures are maintained.
o Be competent with using programs such as Visio to design workflows to demonstrate the capability and functions of the Craft Recruitment Systems relative to a Project’s mobilization processes.
o Develop standard training material and guides for HRIS and ATS users to access and utilize.
o Collaborate with software configuration team to accomplish enterprise goals.
o Specify functional requirements of the craft HRIS and ATS systems and desired upgrades.
o Test HRIS and ATS software functions for functionality, conflicts, and user-friendliness.
o Ensure the design of recruitment processes within the Craft Recruitment Systems support the privacy and data protection efforts of craft employees’ data.
o Assist in the development and design of reports for craft employee and craft applicant metrics, such as:
o Craft applications and recruitment/mobilization status reports from the ATS.
o Other reports as needed.
o Assist end users to leverage the HRIS and ATS to accomplish processes for craft applicants or employees.
o Make recommendations on ways to streamline recruiting and onboarding processes or improvements.
o Monitor and ensure data integrity for current and ex-employees’ personal data is maintained in accordance with Project and Country requirements.
o Assist with system testing as directed /supervised by the Workforce Planning Manager and/or Industrial Relations Systems and Automation Supervisor
o Collaborate with project IR managers to ensure that processes, forms and data entered is in the HRIS and ATS systems is in accordance with the approved Project mobilization procedure, reporting anomalies in a timely manner.
o Support correction of applicant data when identified.
o Identify needs for data capture and collection.
o Interface with Business Systems or Construction Automation teams to
Achieve compatibility of Craft HRIS and timekeeping or productivity systems.
Extract data from HRIS or timekeeping systems as needed to achieve compensation or other objectives.
Utilize document storage applications to store, organize, and retrieve personnel records.
Respond to inquiries from project IR teams, Legal, or management, as appropriate.
Provides input on craft employment policies and work processes when needed
Assist with audits related to craft employee hiring, payroll, benefits, records, or systems usage
o Assist in responding to inquiries originating from Projects or end users.
Required Knowledge and Skills:
Qualifications and Skills – Basic Qualifications
o Experience with using software such as, HRIS systems (SAP), Applicant Tracking Systems such as BrassRing, Taleo, or SuccessFactors, and HR Metrics tools such as Power BI.
o Basic Knowledge of US employment laws and how they relate to the construction industry.
o Basic Knowledge of personnel recruiting and hiring processes.
o Ability to appear regularly to work in person and on-time in the City West office or a construction site office setting, as needed.
o Ability to adapt to multiple changing priorities in a fast-paced environment.
o Willingness and ability to learn to train system users to perform routine data administration tasks.
o Ability to interact and communicate with colleagues at all levels of the organization in a respectful and professional manner.
o Experience in working with others to accomplish a common objective.
o Written and verbal communication skills, adequate to explain complex technical items in simplified language.
o Ability to collaborate across functions/departments to achieve desired outcomes.
o Ability to work in the office several days per week, as the role is Part-time tele-work (Offices located in Greater Houston - specific reporting location may be flexible)
Qualifications and Skills – Preferred Qualifications
o Experience with performing HR activities/transactions.
o Bilingual English/Spanish reading/writing/speaking.
o Field experience on large construction projects.
o Degree or certification in HR Information Systems, Database Administration, HR Metrics/Analytics, or similar fields.
o Experience with data privacy practices related to HR or other personal data.
o Experience with Brassring ATS
o Experience with SAP BEO
