Project Overview:
Bechtel has entered into a joint venture (JV) with a third-party engineering and procurement company to perform the EPC for a carbon capture project. The project will be constructed at an existing combined cycle facility in Baytown Texas. The JV division of responsibility will be:
- Engineering by JV partner
- Purchase of all tagged items by JV partner
- Purchase of all bulk materials by Bechtel
- Construction by Bechtel
- Commissioning and Startup by JV partner, with Bechtel field professional staff and craft support
Bechtel and JV partner have been awarded Phase 1 of the Project consisting of value engineering/constructability cost reduction studies, FEED verification, FEED update, an AACE Class 2 estimate, and an EPC proposal.
Project milestones are currently estimated as follows:
- Phase 1 Completion: 3Q2025
- EPC Starts: 1Q2026
- Construction Starts: 3Q2026
- Construction Completion: 3Q2029
- CSU Completion: 1Q2030
Job Summary:
Construction Manager’s role and responsibilities during Phase 1 include managing the development of all construction directs and indirects deliverables for the Class 2 estimate, construction input to the Level 3 EPC project schedule, construction execution planning including detailed pre-mobilization planning, developing and implementing the Advanced Work Package (AWP) program and managing the constructability program with the JV partner. #LI-AA1
Major Responsibilities:
Construction Manager’s role will transition to a Site Manager upon construction mobilization. Site Manager’s role and responsibilities include:
- Directs and manages all professional field staff, direct hire craft professionals, and subcontracted scopes related to the construction of the project.
- Has overall responsibility for scope execution, ensuring that the project is delivered within contract requirements, standards of quality and safety, and to customer and Bechtel performance expectations.
- Provides the leadership and oversight to the Environmental, Safety & Health (ESH) program for all jobsite activities to achieve achievements aligned with Bechtel’s Destination Zero objectives and commitments.
- Provides leadership and oversight to implement Bechtel’s Vision Values and Commitments (VV&C), Bechtel Behavioral Framework and Customer Based Leadership (CBL) programs.
- Provides leadership and oversight to implement Bechtel’s Quality Absolutes and People Based Quality program.
- Facilitates the development, communication, implementation, update, and continual use of the Project Construction Execution Plan.
- Provides leadership and oversight to comply with all Department of Energy requirements of the project.
- Promotes the use of constructability during project execution.
- Reviews and approves project control systems that measure progress/performance, provide early warning of deviations from plans and budgets, and identify corrective actions for mitigation.
- Participates in the preparation and presentation of the Project Financial Status Report (PFSR) for the construction portions of the project.
- Establishes a plan to provide training opportunities for project personnel. Assists in the training of new project supervisors and other project personnel in key positions through both formal training courses and on-the-job training.
- Promotes the management concept of Continuous Improvement (CI) among all members of the jobsite team. Leads the CI process for the customer, Bechtel and JV partner. Promotes, monitors, and mentors the concept of total installed cost (TIC).
- Provides leadership and oversight to promote team building across the project.
- Provide leadership and oversight to successfully transition from bulk construction to systems turnover and completion and to pre-commissioning and commissioning/start-up.
Education and Experience Requirements:
- University/B.S degree in Engineering, Construction Management, or related field plus 10 years of experience or 15 years of equivalent experience in heavy industrial construction with site management experience in-lieu of a university degree.
Required Knowledge and Skills:
- Minimum 5 years of experience in craft professional supervision
- Minimum 5 years of experience in contract/subcontract management.
- Demonstrated ability to motivate team members effectively & positively in a collaborative team environment.
- Demonstrated ability to communicate effectively with team members and presenting plans in a clear and concise manner.
- Maintain, promote, and cultivate a safe work ethic and work environment within the craft professional crews and other project personnel.
- Demonstrated commitment to Environment, Safety, and Health (ES&H). Demonstrable commitment to Destination Zero safety program.
- Demonstrated knowledge of Advanced Work Package tools and work processes
- Demonstrated ability to problem-solve in high pressure situations.
- Demonstrated knowledge of construction engineering practices related to all disciplines.
- Demonstrated planning, scheduling, procurement, and contracting experience.
- Experience in executing self-perform direct hire USGC construction projects
- Experience with implementing Bechtel’s work processes including Standard Work Process Procedures (SWPP).
- Advanced knowledge of Project Bechtel Standard Applications (BSAPs) including SetRoute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
- Advanced understanding of production management including planning and scheduling and progress and performance reporting processes.
- Advanced knowledge of cost management including budget maintenance and forecast development.
- Work requires the physical ability to conduct jobsite monitoring and inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces.
- Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task.
