Project Overview:

Driftwood LNG is a greenfield LNG export terminal located on an approximate 700-acre plot on the Calcasieu River due south of Sulphur, Louisiana. The project will be permitted for a nominal 26 MTPA LNG facility based on 20 liquefaction units of 1.3 MTPA each, divided into five LNG plants with four units in each LNG plant (each four unit LNG plant hereafter a “Plant”). The Project will also include three 235,000m³ full containment LNG tanks and three marine loading jetties that will support ships with capacity of up to 216,000m³. All plants will be built direct hire by Bechtel.

 

Job Summary:

The Project Change Manager role is the single point of contact within the project controls function for execution and management of the trend program; development and implementation of change management systems; developing and implementing policy related to change management; and providing insight into root cause and change minimization. #LI-CS1

 

Major Responsibilities:

  • Interfaces with home office engineering, procurement, subcontracts, field management, field engineering and supervision to determine potential trends and articulates/estimates trend impacts to project cost and schedule in a timely, accurate and logical manner. 
  • Ensures reliable change control tools and processes are in place per Bechtel Project Controls standards and any project specific requirements. 
  • Implements trend programs and ensures compliance with Bechtel and Customer requirements. 
  • Establishes overall policy for change control including process development and enhancement. Quantifies detailed trend estimates. This will require working knowledge of general EPC functions to conceptualize estimates. Initiates, organizes & facilitates weekly trend meetings for respective projects. Will be asked to lead detailed trend development meetings when required. 
  • Reviews potential changes against project scope & facilitates discussions with project team members including the Senior Project Management. 
  • Analyzes cost and schedule impact of scope changes.
  • Perform critical path impact analysis. 
  • Prepares and updates the trend register in a timely and accurate manner for project and functional management review.
  • Prepares and provides input and support to cost, project financial reporting, trend reports & other project reporting. 
  • Presents trend to client and provides necessary explanation/supports to justify the trend scope and value. 
  • Provides oversight for Rework/Backcharge program as required.
  • Prepares Change Orders and Change Order Requests.   

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

 

Required Knowledge and Skills:

  • Bachelor’s Degree in Engineering, Construction Management or Business. A minimum of 10 years Project Controls experience, preferably including Cost &/or Change Management on large, complex projects.  Excellent verbal and written communication skills to present data and analysis to project team, PC, and other management groups as required. 
  • A working knowledge of planning work processes and general cost engineering activities is required. 
  • Experience in estimate development for construction scopes of work. 

       Preferred:

  • Direct experience with Project Trends. Project controls experience in either Cost or scheduling. Supervisory experience. Proficient in Microsoft Excel with working knowledge of Microsoft Access and/or Power BI. Experience with dealing with Clients, including firm knowledge of design and experience with project controls tools and systems being utilized on the program.
