ENGINEERING MANAGER – Downstream and Chemical Projects


Project Engineering Manager and Project Engineers requested for Refinery and Petro-Chemical Projects.  Candidates must have 15-20 years experience in managing Projects in the following areas;


Delayed Coking, Ethane Cracking, Propylene Dehydrogenation, Poly-ethylene, Crude and Vacuum Units and Hydrotreating Units


Supervises the engineering activity (all disciplines) on a project, or designated portions of a Project. Plans and directs engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.


Plans and coordinates work on large/complex projects on which there are unique problems in schedule, multiple execution offices.


Exercises operational supervision over assigned project engineers.


Manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client-established relationships with other contractors.


Establishes and maintains access to technical experts in the advanced technologies pertinent to the project, and sets up channels of communication to bring this expertise to bear effectively on the engineering effort


Requires a broad knowledge of administrative practices and skill in negotiation with representatives of client and other organizational entities.


Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.


Proficient knowledge of project engineering processes and procedures.


Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.


Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project.


Knowledge of industry/regulatory codes and standards and design criteria pertinent to the discipline.


Reviews staffing plans on all assignments.


Directs and provides technical and administrative guidance to assigned Project and or discipline Engineers in the management of engineering projects.


Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.


Participates in project planning prior to proposals to provide technical guidance in the engineering and construction review of proposals.


Keeps informed on the status of all projects involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems.


Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.


Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.


Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.


Formulates and recommends for approval, engineering plans and programs for assigned projects.


Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.


Skill in oral and written communication.


Demonstrated skill in supervision.
