Located at the Gurgaon office will be responsible for leading supplier quality activities on the Oil and Gas, Infrastructure and Metal & Mining Projects involving complex commodities.

 

JOB DIMENSIONS:

A. Supervision Received

 

  • Reports to and receives operational direction from the assigned Supervisor.
  • At jobsite locations, reports to and receives operational direction from the Project Field Procurement Manager.

B. Supervision Exercised

 

  • May provide supervision, training and guidance to other supplier quality personnel as required.

C. Contacts

  • Maintains working relationships with project Supply Chain personnel and project discipline personnel in order to perform assigned duties.
  • Maintains working relationships with suppliers involved with the performance of assigned tasks.

RESPONSIBILITIES:

 

  • Prepares Supplier Quality Plans, procedures and estimates for integration into the project documents in accordance with Project/ Corporate Procedures
  • Represents Bechtel as the prime contact with respect to supplier quality to verify that supplier furnished equipment and material conforms to the technical and quality requirements of the procurement documents.

  • Coordinates with Supplier Quality Regional Managers and Supervisors for the allocation of resources for intended Quality Surveillance Assignments (QSAs)
  • Participates in bidder pre-award and post-award activities and utilizes metric reports in bidder pre-award and post-award meetings and provide to SQRs to discuss known issues with suppliers during initial visits
  • Evaluates supplier’s conformance to specified quality criteria on a specific assignment or group of assignments in order to provide input to recommendations for placement of future orders

  • Coordinates, reviews, obtains and resolves Project Quality Assurance and Engineering comments on Quality Surveillance Pans when required by Project Procedures and Engineering Department Procedure Instructions
  • Monitors and reports quality metrics established by the Corporate/Business Unit Supplier Quality Manager
  • Reviews, edits, accepts and distributes Quality Surveillance Reports in accordance with Supplier Quality manual and Project procedures
  • Ensures survey and audit reports are approved and then saved into an approved internal database
  • Provides Project direction to Supplier Quality Representatives (SQR) that carry assignments for Project
  • Notifies the Project Procurement Manager and responsible Project personnel of any significant Supplier problems and initiates timely follow-up
  • Monitors and manages job hour and monetary budgets and initiate trends when any overrun is foreseen or experienced
  • Provides supplier submittal document registers to SQRs when requested or on a managed regular basis
  • Reviews supplier generated quality verification documentation to verify conformance to procurement document requirements
  • Investigates quality issues reported to the Supplier Quality Manager on equipment/materials where quality surveillance has been performed using available documents such as Corrective Actions, Field Change Notices, back charge notices, non-conformance reports & Deviation Report registers, etc.
  • Records and trends out of scope work resulting from activities being undertaken that were not originally estimated or planned
  • Initiates Supplier Advisories or Warnings when supplier performance and/or situation falls within the defined structure of Corporate Supplier Quality Manual directions for such action.



QUALIFICATIONS AND SKILLS:

BASIC QUALIFICATIONS:

 

Bachelor of Engineering degree (Mechanical preferred) from a reputed institute. Minimum 10 years of relevant experience including in-shop quality surveillance background for Oil Refinery, Petrochemicals and LNG Projects. Basic computer skills including Microsoft Office (Excel, Word, Power Point). Experience in supervisory/leadership role will be added advantage.

 

ADDITIONAL QUALIFICATIONS:

  • Experience with major commodities typically procured for Oil and Gas, Infrastructure and Metal & Mining Projects, recognized Codes and Standards, manufacturing methods, inspection/examination/testing techniques, and technical document review and implementation.
  • Requisite certification as an ANSI/ASME Level II (further to Level I competencies), ASNT Level II in RT/UT/PT/MT/VT and performs the following:
  • Conducts capability surveys of a prospective supplier.
  • Participates as an audit team member or technical resource for quality program audits.
  • Monitors the administrative and technical performance of Third-Party Agency quality surveillance contractor personnel to assure that Corporate Supplier Quality Manual and Procedures and quality surveillance assignment instructions are implemented.
  • Performs hands on inspections to verify by re-examination the efficacy of supplier inspection efforts and to provide assurance of the conformance of equipment or materials to procurement document requirements.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups.
  • Capable of providing early warning to the Project Management of supplier deficiencies or schedule slippage.
  • Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.
