This position is open for Project Estimator and candidate shall lead a team of discipline estimators and responsible for major project estimates involving greater complexity across GBUs Energy, Infrastructures, Metal & Mines, Manufacturing & Technology. The successful candidate must have strong organizational and teamwork skills, showen problem-solving abilities, can-do attitude, and the desire to do something different.


This position will prepare, review, supervises and present project and/or discipline (civil, mechanical, piping, electrical, Instrumentation, construction distributables, services) estimates for specific project/proposal activities. Provides estimating assistance and guidance to projects, develops conceptual estimates, takes a lead role in estimate reviews and presentations, performs cost analysis identifying problems and make recommendations, responsible for estimate planning, coordination and consolidation. Responsible for directing the cost estimate effort on a major project or on multiple small projects. Assisting in the development of discipline/service estimators, developing and updating historical databases, and assisting in the development of department procedures. Performs department organizational and administrative activities when delegated. Provides guidance, leadership and training to others on project/program level tasks. Executes simultaneous tasks within broadly defined parameters.  



The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  •   Drafts estimate plans for projects through evaluation of scope, contract, desired estimate type/quality and time/resources available.
  •   Conducts capital cost estimates. Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with others. Prepares estimate basis and assumption documentation.
  •   Supports complex/conducts basic conceptual/order of magnitude (OOM) estimates. Contributes to basis and assumption documentation.
  •   Recognized leader in area of specialization providing guidance and technical leadership both inside and outside of assigned organization.
  •   Works with internal and external stakeholders to further leading-edge improvements to estimate development methods in area of specialization, including integration with other estimating specializations.
  •   Proposes, implements, and uses new automation techniques to enhance estimating processes.
  •   Provides key technical judgement/input on major changes to the estimating process/adoption of new technologies/approaches.
  •   Provides technical leadership in area of responsibility to ensure consistency in approach and outcomes across projects.
  •   Has accountability for the performance and review of large Project estimates. Perform high-level confirmation of developed quantities for completeness and reasonableness in area of responsibility.   
  •   Adapts and executes functional or departmental business plans and contributes to the development of functional or departmental strategies.
  •   Leads work with other EPC functions to understand how project execution approach changes and improvements impact estimate development and assumptions in area of specialization.
  •   Leads cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area.   Within area of responsibility, leads personal contributor team in the identification of risk items, assignment of risk levels to portions of the project work and identification of measures to mitigate risk.
  •   Manages the development of estimates from inception to completion. Develops an estimate plan, inclusive of budget, and leads the estimating team in executing the estimate. Consolidates the estimate components and prepares the proposal internal review documents and bid forms. 
  •   Reviews estimates and ensures quality and integrity. Ensures lessons learned are incorporated into the estimate.
  •   Manages proposal strategies with Proposal Management and joint venture partners as applicable. 
  •   Reviews design or Request for Proposal (RFP) scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating basis when information is incomplete. 
  •   Help bid evaluation of cost and schedule criteria. May participate in discussions with vendors.
  •   Leads estimate development in area of specialization including quantification, pricing, escalation, risk, contingency. Review and  recommend contingency ranges and escalation rates to be presented to the project team in area of responsibility.
  •   Prepares non-manual, distributable or contractors indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non-manual staffing, startup services, payroll taxes and insurance, camp facilities and operation, and other field costs.
  •   Effectively presents estimate Management Review package to estimate team, department management and business line management. Schedules internal reviews. Takes a lead role in estimate reviews and presentations to project management and senior management in area of responsibility.
  •   Interfaces with designated management personnel on specific sections of estimate presentation.
  •   Prepares and provides guidance in the preparation of proposal cash flow models and working capital analysis.
  •   Performs and reviews escalation calculations for estimates of complex jobs.
  •   Assesses and integrates commercial terms and conditions into estimates.
  •   Evaluates productivity and develops probable construction cost based on crew craft productivity.



The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:

  •   Researches, develops, and maintains costs, quantities, ratios and metrics of the historical cost databases.  Understands the data and various sources of data. Extracts non-standard data and formulates the data into comparative summary format for analysis.
  •   Inputs cost data into the historical cost databases. Files completed estimates with all relevant back-up documentation affording an easy-to-follow paper trail.
  •   Supports development of estimating standards and procedures.
  •   Generates and retrieves estimate reports in the appropriate software application, understands and summarizes the data in the required presentation for management reviews.

The following duties are performed with respect to Project/Site Management Help, the process of providing help services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

  •   Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.
  •   Assists projects in identifying scope deviations.
  •   Analyzes cost/price data from suppliers/subcontractors, PCWorks, EPPR with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.
  •   Participates in and contributes to Value Engineering studies.



  •   Demonstrated advanced understanding of Estimating core processes and procedures requiring minimal direction and supervision.
  •   Advance knowledge and experience in EPC estimating practices and methods, processes, and procedures, in addition to the estimate types, classifications, and components. Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
  •   Demonstrated ability to organize, perform, and present cost estimating products with a minimum of supervision.
  •   In-depth knowledge of project schedules and ability to anticipate/extrapolate costs curves based on experience of scheduled activities/cost correlation analysis.
  •   Broad knowledge and experience in construction estimating practices and methods.
  •   Practical experience in performing statistical analysis, cost, and price analysis. Skill in understanding technical discipline processes.
  •   Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
  •   Knowledge of the principles of Life-Cycle costing, cost in use, and operating costs and ability to undertake a Net Present Value (NPV) analysis.
  •   Understanding of cost index and escalation projections sources.
  •   Knowledge of current industry and technical developments. 
  •   Knowledge of global market pricing for commodities and construction practices. Ability to negotiate successfully with procurement and vendors and accurately evaluate alternative solutions.
  •   Technical and practical comprehension of engineering, procurement and construction methods and techniques.
  •   In-depth knowledge of the applicable Bechtel work processes and systems. Knowledge of administrative and supervisory procedures and practices.
  •   Full understanding of project cash flows and the corresponding time value of money as the cost of working capital.
  •   Excellent applied analytical and quantitative skills. Effective in utilizing metrics to provide reasonableness checks.




  •   Bachelor’s Engineering degree with 20+ years of related experience out of which 10+ years in core estimating.
  •   Advanced knowledge and experience on large, complex EPC projects.
  •   Project estimating experience in several types of business lines (i.e Energy, Infrastructures, Metal & Mines, Manufacturing & Technology)
  •   Advanced level of expertise with direct and construction indirect estimate development
  •   Experience with supervising and leading a team of estimators for projects/proposals.
  •   Knowledge of estimating software tools.
  •   Advanced proficiency in Microsoft software applications currently being used by Bechtel (Word, Excel, PowerPoint).
  •   Proficiency in @Risk software to assess risk using Monte Carlo simulation.
  •   Skilled in oral and written communication, including presentation skills to present cost information to peers & management.
  •   Willing and able to travel to other Bechtel offices as needed to help proposal/project estimate efforts.


  •   Experience in estimating for semiconductors chip manufacturing clean room, data rooms, etc.
  •   Willingness to take ownership of new software and processes; become an estimating SME (i.e. knowledgeable, can-do attitude, strong leadership potential, accountability).
  •   Experience working with multiple estimating disciplines and a matrix organization including Construction, Procurement, Contracts and Commissioning to collect all necessary data on scope and quantities to prepare accurate estimates.
