Project Controls - Senior Cost Engineer (Gurugram)

JOB KNOWLEDGE :About 12 years of Cost monitoring and control experience in home office and field for an Engineering, Procurement and Construction project.


Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.

Experience in preparing Services Cost Estimates

Develop the project cost control strategy, plans and procedure in accordance with established Bechtel and client contractual requirements.

Coordinate development and implementation of project work breakdown structure(WBS) and Cost breakdown structure (CBS) in consultation with project management and department leads.

Reviewing cost commitment and expenditure information for all cost elements, for input to the computerized cost control and reporting system on a consistent basis and ensuring that all information received is accurate and correctly input.

Provide cost input to and implement the cost element of risk management plan.

Experience in preparation and presentation of the overall financial status of a project in terms of Profitability of project, Cash flow, working capital etc.

Experience in earned value management system for performance measurement.

Experience in performing change management program – Identification, estimating cost of changes, Coordination with all departments in home office and field, presentation to Project and functional management and Resolution of changes. 

Experience in performing cost Re-forecast of the project in coordination with all departments.

Experience in Vendor Back charge program – Identification, Coordination with all departments in home office and field, estimating back charge cost, Issuance of notices to vendors and Recoveries from Vendors. 

Experience in developing unit rates for job hour and commodities. Performs data analysis, identifies problems, and makes recommendations.

Prepares or reviews distributable and/or contractor’s indirect cost estimates, and develops the basis for temporary facilities, miscellaneous construction services, construction tools and equipment, non-manual manpower, startup services, payroll taxes and insurance, camp facilities and operation, and other field office costs.

Experience in handling taxes, Insurance and foreign currency exchange rate.

Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.

Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.

Skilled in oral and written communication.

Proficiency with PC operating systems, with proficiency in several basic software applications.  Proficiency with multiple discipline specific software applications currently used in Bechtel (Ecosys and Microsoft Office Applications, for example).

Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.

Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
