Engineering Manager - Proposals

SUMMARY:

 

Supervises the engineering activity (all disciplines) of all proposals developed at the New Delhi office.  Plans and directs engineering assignments for all proposals. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.

 

JOB DIMENSIONS:

 

A.  Supervision Received

  • Reports to and receives functional supervision from the Project Development Center (PDC) Manager.
  • Receives operational supervision from the Proposal Manager.

 

B.  Supervision Exercised

  • Exercises operational supervision over the engineers of all disciplines and architects assigned to the proposal.

 

C.  Contacts

  • As the point of Bechtel-Customer contact on engineering aspects of the proposal, maintains regular contact with Proposal Manger/ client contact for progress of work, exchange of information, advice.
  • Represents Engineering in interactions with other Bechtel functions engaged in the proposal development process such as Procurement, Contracts, Estimating, Planning, Services costing, Construction.

 

ESSENTIAL JOB DUTIES:

  1. When assigned, directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
  2. Establishes and controls the proposal budgets and Engineering staffing. Provides Engineering inputs into the various proposal go/No-go processes
  3. Directs and coordinates engineering activities for the proposal including supervision of engineers of all disciplines within Bechtel India t.
  4. Establishes or assists in establishing the proposal project execution plan and the development of the project engineering budget and schedule.  Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
  5. Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides and Bechtel Standard Application Programs (BSAPs).
  6. Develops design and procurement schedules for approval.
  7. Develops and approves Technical Queries with respect to bids and coordinates and implements TQ responses into the proposal.
  8. Prepares, approves or recommends approval of project procedures for engineering, as required.
  9. Coordinates engineering effort with Proposal Manager, Procurement, Construction, Estimating, Startup, Environmental Safety and Health (ES&H) and Project Controls when developing a proposal.
  10. Conducts annual performance reviews in accordance with approved procedures and holds career development discussions for his/her Engineering direct reports.
  11. Reviews and approves design documents, material requisitions and specifications for procurement use.
  12. Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering’s scope of responsibility.
  13. Visits Customer offices as required for interfaces during Pre-bid meetings, information collection.
  14. Coordinates activities among the design groups on the proposal.
  15. Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  16. Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  17. Prepares or directs the preparation of  study reports, forecasts.
  18. Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
  19. Communicates complex technical issues and recommends solutions to the project and functional management as directed and as appropriate.
  20. Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. .

 

JOB KNOWLEDGE:

 

Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.

 

Proficient knowledge of project engineering processes and procedures.

 

Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.

 

Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project.

 

Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline.

 

Skill in oral and written communication.

 

Demonstrated skill in supervision/Leadership.

 

 

Salary Grade Determination

 

Grade 27

 

Supervises the engineering activity on a proposal.

 

May exercise operational supervision over assigned project engineers.

 

As directed, manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the proposal.

 

Establishes and maintains access to technical experts in the advanced technologies pertinent to the proposal, and sets up channels of communication to bring this expertise to bear effectively on the engineering effort.

 

Requires a broad knowledge of administrative practices.
