Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. The position on the project will start as assignment in Gurgaon office.

 

Job Summary: The Construction Coordinator (CC) will be responsible for the home office construction coordination and serves as a vital link between Construction and other functions like Engineering, Supply Chain, Contracts and Project Controls. The CC ensures that Construction requirements are informed to the project team and project team receives Construction’s input in a timely manner. In addition to construction condition, the primary duties and responsibilities involves preparation of service requisitions and construction scope of work for construction service contracts of various commodities and services.   

Major Responsibilities:

  • Preparation of service requisitions and construction scope of work. Support project planning, staffing, workhour calculations, construction budgeting, and subcontract procedures preparation.
  • Communicates with engineering, supply chain to assists preparation of the service requisitions.
  • Coordinate with Supply Chain, bidders and resolve technical bid enquiries.
  • Attends bid clarification meetings for the purpose of ensuring the complete understanding on the construction scope of work and agreement between Bechtel, the customer and contractors.
  • Coordinate with supply chain and support technical bid evaluations
  • For Construction scope of work, ensures the project subcontracting is consistent with all applicable policies, management instructions and project procedures and those requirements have been implemented in the assigned area  
  • Develop constructability concepts, prepare project specific constructability program and provide guidance to the design efforts during early phase of the project, and implement constructability program on the project.
  • Representing Construction function in Project model reviews, project progress review meetings.
  • Participate in design development and suggest economical construction details for incorporation into the design and specifications by utilizing Construction Lessons Learned from other projects and best practices
  • Implement “Design for Safe Construction”, support, construction productivity initiatives on the project, including effective implementation of datacentric construction and other work processes
  • Coordinate with Engineering to ensure Engineering deliverables are issued to support the construction schedule.
  • Identify potential problem areas or trends, develop total installed cost estimates and address continuous improvement issues, including preassembly and modularization ideas.
  • Coordinate constructability issues of vendor drawings, shop fabrication details, construction procedures.
  • Maintain effective interface between construction teams at other Bechtel offices and jobsites.
  • Support automation development programs related to construction.
  • Assist engineering and project estimation teams with MTOs of temporary works, hauls roads, crane pads, working platforms and other build aids typically involved in the construction of large energy projects.

 

Education and Experience Requirements: A recognized degree in Civil/Mechanical engineering or scientific discipline. Minimum 15 years of relevant experience, or 15 to 20 years of relevant experience in lieu of a degree 

 

 

 Required Knowledge, Skills, and Abilities:

  • Hands-on experience in preparation of service requisitions and construction scope of work for the contract of services which includes ESS&H and other project requirements.
  • Relevant experience in quantification of work based on the scope of work, preparing ES&H and other project requirements.
  • Knowledge of contracting structures, construction practices followed in India, installation unit rates for various commodities, quantity verification and invoicing work process knowledge is essential to fulfill the responsibilities of this role.   
  • Knowledge of managing CM contracting processes for large contracts, including facilitating resolution to TQs, leading TBEs is essential.
  • Recognized construction experience on large Oil and Gas, Petrochem projects in PMC, EPC roles is mandatory.
  • Strong leadership skills and ability to influence internal and external stakeholders.
  • Effective communication skills and ability to work with multiple nationalities.
  • Technical knowledge of all phases of construction engineering relating to the discipline interfacing with all areas.
  • Prior experience working in a field engineering or field supervision position in an organization supporting direct-hire work /subcontract is preferred.
  • Proficient in reading drawings, interpret design, specifications, and industry codes & standards.
  • Basic Rigging knowledge
  • Prior experience in project early works, temporary construction facilities development, site set-up.
  • Prior experience with using tools and software’s related to construction planning, proposals, execution, and monitoring is preferred.
  • Ability to travel to job sites on short-term or long-term assignments.
