CSA - Traffic Engineering, Roadway Design Engineer (Gurugram)

Plans and conducts independent work within a global business unit requiring judgment in the evaluation, selection, application and adaptation of traffic engineering techniques, procedures and criteria for Highway/Roadway design. Supports project proposal activities, FEED, Engineering and Construction phase of the project.  Devises new approaches to solving problems. In addition, will also be responsible for safety in design, quality, schedule and cost during the various phases of design.



A.  Supervision Received

  • Performs most assignments independently with instructions as to the general results expected.  Receives technical guidance from Engineering Specialists or Supervisors on unusual or complex problems and supervisory approval on proposed project plans.

B.  Supervision Exercised

  • Provides technical direction and assigns work to subordinate engineers, designers, drafters, technicians and others who assist in performing specific assignments.

C.  Contacts

  • Independently contacts vendor’s representatives and project field personnel to gather or give information.  Contacts client counterparts and regulatory agency personnel when required.



  1. Plans, schedules, conducts, and coordinates detailed phases of engineering work for a global business unit usually in one discipline in a project or staff group.  Performs work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, constructability, unsuitability of conventional materials and/or difficult coordination requirements.
  2. Performs work using Bechtel Standard Application Programs (BSAPs) and appropriate 3-D computer aided design and computer aided engineering (CAD and CAE) tools.
  3. Plans, coordinates or prepares equipment or work specifications, bid evaluations and award recommendations for equipment.
  4. Plans and coordinates independent work requiring judgment and experience in the application and substantial adaptation of engineering techniques.
  5. Coordinates engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors and between other groups.
  6. When delegated, assumes a lead technical role over other engineers or project subgroups for completing specific tasks.
  7. Assists in on-the-job-training of assigned personnel and provides input for their performance evaluations.
  8. Prepare & reviews bids and makes recommendation.
  9. Prepares or assists in preparation of conceptual studies, designs, reports or proposals.
  10. Performs or assists in the performance of problem analysis and original design.
  11. Prepares and/or assists in the preparation of cost estimates, quantity take-offs and staffing requirements for proposals, forecasts, trends and change orders.
  12. Provide support to the Construction Department and Field Engineering to resolve Contractor Technical Queries and resultant field changes.
  13. Initiates requests for specialized professional services.
  14. Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  15. Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  16. Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.

  1. Thorough knowledge for conducting review of Design Consultants and Main Contractors design and drawing submission packages in terms of technical compliance for highway traffic engineering elements including ensuring that the submitted design takes into account safety during construction and operation.
  2. The candidate Skill set to include some or all of the following:
  • Traffic Impact Study (TIS) trip generation, transportation modeling, modal split, traffic count data and Level of Service (LOS).
  • Simulating transport problems using computer models, and working out solutions
  • Analyzing and interpreting data gathered from transport studies
  • Studying accident ‘black spots’ to design road safety improvements
  • Highway, at grade and/or grade separated, interchanges/junctions signaling analysis.
  • Road lane markings and traffic signs.
  • Traffic data for the pavement design calculations.
  • Plans alterations and modifications of existing streets, highways, and freeways to improve traffic flow
  • Review Design Consultant TIS reports, LOS and signaling calculations.
  • Review of Highway Capacity Software (HCS), EMME/2, SYCHRO and ARCADY software inputs and outputs.
  • Review Design Consultant road traffic signs and lane markings drawings, details and specifications.
  • Review Design Consultant traffic data for the pavement design calculations.
  • Dealing with relevant municipality, Department of Transportation, Traffic Police, Urban Planning Council, Authorities and understanding local standards and requirements relating to traffic engineering, signaling.
  • Review submissions for design & construction of traffic and highway systems.
  • Ensure that all submissions adequately cover the traffic operations of roads, interchanges, junctions and roundabouts.
  • Ensure that the Design Consultants produce a Reference Design based on all relevant and appropriate Specifications, Standards and Practices.
  • Supply Design Consultants with interface and supporting information to complete their design work.
  • Monitor progress of Design Consultants and Contractors deliverables packages including design calculations, drawings specifications etc.
  • Prepare designs and assist in preparation of design budgets.
  • Review of design work or studies being carried out by others.
  • Assist in managing consents and approvals.
  • Monitor and report progress.
  • Broad working knowledge of precedents in the specialty area, the principles and practices of related technical areas and of coordinating work with other technical disciplines.
  1. Fully knowledgeable about international codes, standards and recommended traffic practices to be applied for road, interchanges, junctions and roundabouts construction projects.
  2. Able to effectively interface with and manage engineering consultants.
  3. Experience in the development and application of LOS analysis, Signaling, TIS, micro-simulation and transportation modeling, application of international best practices.
  4. Experience in successfully working on complex transportation planning studies, traffic signaling, traffic road signs and markings as part of a wider team.
  5. Experience in similar position with the PMC's organization preferred.
  6. Experience of TIS, Signaling drawings, traffic calculations specifications.
  7. Understanding of engineering planning and control methods including computerized methods.
  8. Skill in oral and written communication.


Demonstrated skill in supervision in a Lead position for minimum 2 to 3 years.


The above is normally acquired through:

  • A recognized degree in civil engineering or scientific discipline from an accredited college or university with  minimum 12 to 15 years’ experience, Traffic Engineering related Master degree will be preferred, OR


  • A professional license in an appropriate engineering discipline from a recognized licensing board, OR


  • Sufficient number of specialized courses in relevant general engineering or appropriate engineering disciplines to meet job requirements, AND


  • Practical work experience in design engineering or relevant equivalent experience in allied types of engineering sufficient to demonstrate competence as a trained engineer.
