Job Summary:
Responsible for leading, managing, and coordinating all Estimating related activities within India offices and work closely with other Bechtel global business units (Energy, Metals & Mines, Nuclear, Infra, Manufacturing & Technology). Provides technical guidance, training, review and staffing support to Estimating organization. Provides leadership in establishing direction and strategies and aligning and motivating people. Provides guidance, leadership and training to others on project/program level tasks.
The candidate needs to have a strong ability to lead a team of multiple Project and Discipline Estimators at various grades and locations within India. Proficiency in delivering major complex CAPEX EPC/EPCM estimates for projects in our business lines like Oil, Gas, LNG, Chemicals, Semiconductors, Manufacturing, Datacentres, Combined Cycle, Carbon Capture, Mining, Nuclear, Motorways, and Large Infrastructure (like Airports, Water storage etc).
The successful candidate must be an expert in developing all Class of estimates (Conceptual to Execute), perform material and labor cost analysis, develop and update historical databases, and enhances department procedures. Supports estimate reporting and reviews. Executes other simultaneous tasks within broadly defined parameters for estimating department. Act as a role model to coach and mentor all levels of Estimators in team.
Major Responsibilities:
- Responsibilities in respect to Estimating Management deliverables:
- Expert in developing all parts of CAPEX (Direct, Indirect, Services Estimates, Cash flows, and Burdens) cost estimates for all class of estimates from Conceptual to Execute (AACEI Class5 to Class1).
- Responsible for the quality and integrity of estimates produced by the team. Ensures that lessons learned are incorporated into estimates.
- Manages estimate development for estimates for larger projects with greater financial and reputational risk. Typically, these projects include added complexities such as large value lump sum estimates.
- Review and recommend level of contingency and risk required for management decisions. Reviews estimate basis and assumptions for completeness and reasonableness and assuring that they are completed as per approved procedures. Ensure that the estimating deliverables are in accordance with the scope.
- Provides guidance for developing basic conceptual estimates with limited information as needed. Review cost studies utilizing historical data, stat. analysis and cost/quantity comparisons, developing new techniques as required to meet specific needs.
- Leads and directs discussions in the estimate review with management and clients. Reviews and approves estimate execution plans specific to estimating efforts, schedules and staffing plans.
- Monitors progress and oversees overall estimate development (project and discipline estimates) and inform stakeholders. Reviews and approves all major estimates. Readily analyses estimating data and correlates to other projects and Bechtel standards.
- Analyses cost and price data from suppliers and subcontractors and internal cost and performance information with the ability to generate comparative data, historical costs, and other metrics, as part of the cost and price analysis.
- Provides key technical leadership in the approach to Project Estimating including the identification and/or development of new tools and processes for overall estimate development, consolidation, and presentation. Manages high-level strategies with senior management, and joint venture partners as applicable.
- Provided guidance to the Project Controls team in the Conversion of estimates into project budgets with execution team clearly communicating assumptions and exclusions.
- Provides leadership and guidance in developing parametric methods and techniques, estimating automated systems and databases.
- Conducts, reviews and approves Lump Sum/Design Build estimates and Order of Magnitude estimates.
- Examines and quantifies commercial terms, policies, and laws and regulation that impact estimates.
- Responsibilities in respect to Estimating Functional deliverables:
- Establishes team operations and delegates estimate/projects to reporting team. Develops budgets and staffing planning for team at various locations in India and coordinates with global estimating units.
- Develops, updates, and establishes Estimating Department policies, standards and procedures from time to time.
- Responsible for team administration including annual performance evaluations, salary administration and career counselling for reporting team.
- Experience and self-motivation to lead, coach, and mentor junior estimators in team.
Education and Experience Requirements:
- Bachelor’s Engineering degree and 25+ years of Industry experience with 15+ years on job site with exposure towards developing cost estimates.
- Proficiency in AI, Microsoft Copilot and Office applications (Word, Excel, Access. PowerPoint)
- Proficiency in any industry leading cost estimating software like Aspen, Candy, Heavy Bid, Timberline, Cleopatra, etc.
- Expert knowledge and hands one experience in Developing all types (AACEI Class5 to Class1) of CAPEX estimates with EPC/EPCM approach.
Required Knowledge and Skills:
- Complete understanding of Stickbuilt vs Modular, Greenfield, and Brownfield Execution Scope
- Mastery in developing Indirect construction costs, burdens, services estimates, escalation, and contingency with risk analysis and practices.
- Advanced knowledge in utilizing metrics to provide valuable checks.
- Expert in developing Parametric estimating techniques.
- Demonstrates expert-level estimating experience, with a significant portion of that time spent in EPC industry.
- Possesses a high level of technical excellence and inspires confidence in the integrity of the estimate.
- Thorough understanding of execution plan and risk associated with scope requirement.
- Technical and practical comprehension of engineering procurement, and construction functions.
- Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
- Demonstrated managerial skill in management, supervisory and personnel administrative functions.
- Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
- Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.
- Regularly interacts and partners with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers.
- Excellent skill in oral and written communication with demonstrates skill to present estimating information to management and client. Excellent communication skills to connect with others in project team
