Job Summary:
Located at the Bechtel Gurgaon office, maintains strategic relationship with key suppliers of Instrumentation Items (control equipment, tagged Instrumentation items and bulk materials) suppliers, performs pre-qualification of new suppliers, supports formation of acquisition strategy for instrumentation items for projects, stays abreast with Market challenges/opportunities and shares latest updates with project teams and senior management on as required basis.

- May provide supervision, training and guidance to other purchasing/expediting personnel as required.

- Maintains working relationships with project Supply Chain personnel, project discipline personnel, bidders and suppliers.
Major Responsibilities:
- Develop buying strategies for Instrumentation and Controls Systems commodities like ICSS, DCS, PLCs, field instruments, analyzers, detectors, on-off and control valves for FEED, EPC projects.
- Monitor market trends, emerging technologies, and vendor capabilities to ensure sourcing strategies are aligned with business needs.
- Identifies value propositions opportunities, develop long-term supplier partnerships and framework agreements.
- Qualify new suppliers and maintain documentation. Manage supplier relationships and ensure timely, cost-effective delivery.
- Maintain commodity heat maps, tariffs, and quotas.
- Act as SME for instrumentation procurement across projects and GBUs.
- Build long-term supplier partnerships and framework agreements including global enterprise agreements.
- Update teams on developments and risks in instrumentation acquisition.
- Compile data for critical item and supplementary reports.
- Negotiate contracts to secure best value.
- Drive cost-saving and continuous improvement initiatives.
- Collaborate with all Bechtel GBUs engineering, construction, and commissioning teams.
Education and Experience Requirements:
- Bachelor’s degree in engineering from a reputed University. Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred. 12+ years of industry experience including 8-10 years in purchasing and expediting Instrumentation Items in a reputed company with min. 5 years as Instrumentation category lead.
Required Knowledge and Skills:
- Ability to source and expedite Instrumentation Items for mega EPC, FEED projects in Energy, Infra., mining, or manufacturing industry.
- Excellent techno-commercial knowledge of various Instrumentation Items including inline and offline instruments, Systems (ICSS/MMS/Analyzers), F&G system, Control and On-Off Valves, actuators etc. capabilities and capacities of global suppliers.
- Good understanding of Process requirements, product specification, testing requirements, familiarity with international codes & standards like IEC, ISA API etc. manufacturing steps and methods. Well conversant with recent advancements in the industry and supply chain challenges/opportunities.
- Proficiency and experience in the formation, administration and expediting of purchase orders. Hand on experience in formation and execution of short/long term enterprise agreements / rate contracts with knowledge of field installation and testing process and execution requirements. (SAT/FAT etc.)
- Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and maintain activity interfaces.
