Job Summary:
The Government Compliance Manager is a part time individual contributor position, offering teleworking and hours flexibility, Monday – Friday. Upon initial hire and onboarding, the position may require part time presence in a US Permanent Office (or otherwise agreed). Please be advised that the telework designation for the position may change in the future at the discretion of the Company or project.
Major Responsibilities:
Primary accountability for maintaining existing and documented Infrastructure GBU US compliance systems, processes, and applicable procedures that enable the GBU to meet contractual and legal requirements for pricing and recovering allowable incurred costs from government funded projects. Builds and maintains perpetual functional technical capability, resilience, and knowledge of US FAR. This includes:
- Liaising and working with Infrastructure GBU and NS&E organizations, projects, functional groups, and corporate office to implement policies and procedures, communicate to employees, and to enable ongoing compliance with federal, national, state, and other related pricing laws, regulations, and guidelines. (NS&E and Infrastructure organizations include but not limited to Finance, Government Services, Project Controls, Business Development, Human Resources, Ethics & Compliance, management, project personnel, and others as required).
- Serving as primary interface with NS&E Government Services organization (reporting to the Infrastructure GBU Chief Financial Officer), which will support indirect rate development, maintenance, and audit interfaces for US federally funded contracts. Works with Government Services to coordinate and respond to BINFRA discrete audit scope with internal and external auditors, internal stakeholders, relevant government bodies, and customers that require assistance with FAR compliance. Maintain auditable files for audits and requests
- Maintaining knowledge of regulations pertinent to US government contracting (such as CAS, FAR, DFAR government audit standards), and cascading knowledge to teams
- Monitoring training requirements and ongoing strength of Infrastructure GBU organizational compliance. Developing and keeping training classes current, mentoring project personnel, and providing program oversight
- Coordinating with NS&E Government Services continuous, comprehensive transaction cost screening to validate cost charging
- Monitoring key processes (i.e., time charging, travel and expenses, reporting, training) across relevant charge codes
- Interfacing across Infrastructure GBU functions and with BINFRA business development opportunities and projects to ensure a consistent accurate reflection of indirect cost rates during estimating, pricing, and administration
- Providing advice and information to Bechtel departments and projects on audits, proposals, forecasts, financial reviews, and other aspects of government business
- Interfacing with the Infrastructure CFO, FP&A teams, NS&E Government Services (to the extent required) to ensure transparency of business requirements and impacts to BINFRA project financials and compliance
- Understanding and remaining aware of changes and circumstances within BINFRA business affecting forecast assumptions, future business, contracts under execution, and how the accounting systems comply with contract requirements and relevant regulations
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
- Must possess the right to work and remain in the United States without sponsorship.

- Previous US experience in FAR compliance environments and familiarity with FAR requirements as they relate to an overarching FAR compliance system.
- Demonstrated knowledge as Federal Acquisition Regulations subject matter required.
- Experience in performing, monitoring, or reviewing functional processes.
- Proficiency in using PC operating systems and several basic software applications such as Excel, Word, and PowerPoint.
- Skilled in oral and written communication and providing management briefings.
Preferred Requirements:
- Multiple years of US government FAR experience.
- Flexibility to respond to changing priorities.
- Ability to work with minimal supervision.
- Demonstrated ability to work effectively across project and management organizations.
