About the Project  

The Government of North Macedonia is planning to award Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway.

The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighboring countries and support economic and social development.

These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.



Role Summary

This role will be responsible for the implementation and delivery of the sustainability management programme on the project, aligned to the ESIA, UNESCO, Bechtel, client and all other project requirements, including IFC Environmental and Social Sustainability Performance Standards. You will share responsibility with the Environmental Manager to oversee the ESIA consultants’ work, the development of the Environmental and Social Management Plan, leading on social performance issues. You will assess and report on project sustainability performance to drive continuous improvement. This role will also manage and assists project team on compliance with Environmental & Social Management (& Monitoring) Plan (ESMP) requirements through proactive and ongoing engagement with other functions. 


You will engage effectively with relevant stakeholders to embed sustainability and social performance objectives in relevant activities, to find sustainable solutions and improve sustainability performance. Duties also including Identifying, hiring and managing the community relations team and providing technical oversight to ensure an effective community relations program is delivered. You will coordinate with the appropriate Government representatives to support any land acquisition, resettlement and/or livelihood restoration programs so that they meet international standards and serves as the primary liaison with the project team for these activities. You will manage the project commitment to Corporate Social Responsibility and other community engagement support activities. Coordinates with the business unit’s Sustainability Managers regarding significant sustainability challenges and support needs.

  • Reports to the Project Manager
  • Receives functional and technical guidance and support from GBU and Regional Sustainability Managers

  • Supervises the community relations team.

 C. Contacts

  • Maintains relationships with project management, design & construction management and other project-level functional groups to help identify and coordinate integration of project-specific sustainability requirements
  • Works closely with the Environmental Manager to manage the supplemental Environmental & Social Impact Assessment (ESIA) and all related processes, through approval and implementation of the Environmental & Social Management Plan (ESMP).
  • Works closely and coordinates with the Project Government and Public Relations Manager
  • Maintains contact with customer representatives to exchange information on sustainability issues and performance and to permit/regulatory interpretations and to support ongoing project ESMP compliance efforts, and to coordinate stakeholder engagement program.
  • Develops and maintains contact with key local/community stakeholders along the alignment




  • Develop, implement and manage performance of the project sustainability management programme, and associated management plans (e.g. stakeholder engagement and management plans, community relations plan, resettlement action plan and livelihood restoration plan)
  • Responsible for implementation of social performance aspects of the ESMMP and integration of those requirements within other relevant project plans, applying understanding of international performance standards, (primarily IFC Sustainability Performance Standards 2012 and Equator Principles).
  • Co-ordinate and interact with Client and relevant regulatory bodies on compliance with ESMMP requirements, particularly on resettlement and livelihood restoration plans etc.
  • Ensure compliance with project sustainability requirements, tracking metrics and maintain appropriate monthly reporting on social performance and compliance
  • Manage and submit any required documentation and evidence of compliance
  • Hire local staff and oversee formation and execution of community relations program
  • Provide assistance to project team to ensure that design, construction and procurement and supply chain activities incorporate and meet sustainability requirements
  • Engage and promote collaboration with relevant stakeholders, including potential external parties to improve delivery of sustainability objectives across the project, through identifying sustainable solutions and innovative ideas, and potential partnerships
  • Establish sustainability and social performance training requirements and develop and manage delivery of training
  • Coordinate regular communications about sustainability activities, achievements and lessons learned – case studies, relevant social media etc. – working with Government & Public Relations manager, customer and to Bechtel functional manager
  • Works ethically and strives for excellence, accountable for decisions and programs, prioritize key issues and works collaboratively with project management team to discuss plans and actions, key decisions at the right time with the right level of detail.
  • Take personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role. Co‐operate in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work


Skills and Experience

  • Relevant university degree in sustainability related field.
  • Proven 5+ years sustainability management experience in construction/project management roles for major civil infrastructure projects.
  • Advanced understanding of sustainability management and sound understanding of planning processes on infrastructure construction projects.
  • Knowledge and experience of implementing requirements related to international sustainability performance standards and regulatory bodies consent processes in at least two countries
  • Experience in implementing IFC sustainability performance standards
  • Experience with expropriation and resettlement programs
  • Proven experience in establishing and maintaining productive working relationships within Project Management teams, JV partners and contractors.
  • Experience in managing and/or providing technical oversight of ESIA consultants.
  • Advanced communication skills (oral & written) including negotiation and influencing skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally.
  • Ability to organise and prioritise own and team members’ work demands, handle multiple complex tasks simultaneously, set and meet deadlines and follow-through
