Project Overview:
The Government of North Macedonia is planning to award Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway.
The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighbouring countries and support economic and social development.
These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.
Job Summary:
Project Finance & Accounting Manager will be responsible for effective oversight and execution of all project finance and accounting activities associated with the Joint Venture Project. This position will receive day-to-day direction from the Projects’ Business Manager and will functionally report to the Infrastructure Finance Manager. This position with be based at the jobsite (camp) in North Macedonia.
Duties will include having a full understanding of the financial requirements of the client contract and will be responsible for ensuring that all Bechtel project accounting procedures and work processes are being followed as well as implementation of appropriate administrative controls to ensure compliance with internal (Bechtel) and external (GAAP/client) requirements. Candidate will be responsible for collaborating with Bechtel’s joint venture partner and will manage Bechtel’s accounting operations
Major Responsibilities:
- Administer and update financial and administrative controls for the Project in accordance with Bechtel policies and procedures and client's requirements.
- Undertake the responsibility for the Joint Venture book of accounts as well as the Bechtel ledgers, including general ledger, subsidiary ledgers, and detailed job cost and commitment ledgers.
- Maintain Bechtel’s equity account for the joint venture including Equity Pick Ups (EPU’s).
- Prepare and reconcile the quarterly JAWS report.
- Provide support to the corporate reporting requirements and assist with various reporting requirements for the Project.
- Ensure monthly joint venture billings are performed in accordance with contractual terms of the project’s prime contract.
- Ensure monthly billings to the joint venture are performed in accordance with the joint venture agreement.
- Manages the accounts receivable and payables for both JV and Bechtel to ensure prompt payments are made and received.
- Monitors status of employee receivables as they pertain to the project and work with project management in ensuring all accounts are current.
- Coordinate with the procurement and contracts team to ensure accurate and timely payments to suppliers and subcontractors.
- Provides analysis of financial information, estimates of costs, and assist in preparation of forecasts and ad-hoc management reporting as required by Project and GBU Management.
- Responds to our client's inquiries through Prime contracts for finance-related matters and works with Prime contracts to interpret provisions of contracts as it relates to accounting.
- Provides support in administration of the prime contract.
- Demonstrated experience working collaboratively with a team and providing support as needed.
- Other duties, as assigned.
- Maintain and update PPA monthly for Bechtel employees who are under local payroll and allowances.
- Approve all and pay all supplier invoices that have been recorded in the JV’s ERP.
- Approve and pay local payroll.
- Ensure that customs and excise duties and VAT are reconciled and re-imbursed.
- Manage the year end audit with PwC.
- Manage the 4 project bank accounts.
- Support, attend and provide input to the monthly project dashboard and the quarterly PFSR.
Education and Experience Requirements:
- Requires Accounting or Finance bachelor's or master's degree (or international equivalent) and 10+ years of relevant experience.
Required Knowledge and Skills:
- Understanding of organizational structure, policies and procedures.
- Experience and proficiency in basic accounting functions such as payroll, payables, receivables, billing and financial accounting. Skill in analysing and problem-solving techniques as applied to accounting.
- Excellent skills in working with and communicating effectively orally and in writing with internal and external personnel.
- Very proficient in computer applications and common software products. Able to develop complex spreadsheets with complex formulas, macros and ad hoc report writing.
- Strong knowledge of accounting and financial issues including an understanding of generally accepted accounting principles, practices, and techniques.
- Good Interpersonal skills and ability to effectively function in a matrix organization and manage complex high-volume activities.
- Requires working knowledge of computer systems operations as applied to accounting functions at larger projects.
- Ability to analyse financial data, provide early recognition of potential problems and provide effective and innovative thought processes in handling complex financial issues/problems.
- Experience in supervisory activities such as distribution and control of work, performance evaluation, coaching, interviewing, and training and development of personnel
