Project Overview:

The Government of North Macedonia awarded Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway. The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighboring countries and support economic and social development. These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.

Job Summary:

The Health and Safety Engineer co-ordinates and assists in the integration of specialized safety requirements into the planning, permitting, design, and construction of Bechtel projects. Interprets specialized requirements, evaluates and applies specialized scientific principles, and formulates scopes of work, plans, and methodologies suitable for achieving the desired objectives. Provides technical assistance to other Safety Services Specialists/Engineers. May be assigned as a safety lead or safety coordinator/inspector.

Major Responsibilities:

  • Provides technical support and expertise to safety studies and assessments and other applicable safety and health reviews.
  • Provides specialized safety input to engineering, construction, and subcontracts, thus ensuring that safety requirements are properly integrated into project planning, design criteria, construction plans and specifications and subcontracts.
  • Participates in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of specialized safety and health requirements that may affect project design, construction schedule, and cost.
  • Organizes and assists in drafting ES&H Plans, project specific safety procedures, project specific implementation plans (e.g., evacuation plans, safety training plans and programs, People Based Safety), and technical reports.
  • Conducts safety inspections of project construction activities to monitor compliance with safety requirements including contractual commitments, permits, the project’s ES&H plan, and other applicable safety plans.
  • May be assigned as an assistant project safety lead or safety coordinator/inspector on a small project.

Education and Experience Requirements:

  • Bachelor of Science degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process/mechanical engineering and/or some practical work experience in the discipline performing the responsibilities listed above.

Required Knowledge and Skills:

  • Specialized knowledge in a safety specialty (e.g., Personal Protective Equipment, lockout/tagout, fall protection, excavation, People Based Safety) or engineering (e.g., civil, process safety, mechanical) or related disciplines.
  • Knowledge of safety management, monitoring programs, principles, and methodologies.
  • Knowledge of safety and health laws and regulations and applicable agencies’ permitting processes and responsibilities.
  • Knowledge of engineering, construction, and subcontract work processes.
  • Skilled in oral and written communication and knowledge of computer applications.
  • Plans and coordinates work requiring independent judgment and experience in the application of standard, specialized safety techniques and formulation of safety procedures and/or plans to reduce potential identified safety hazards. Prepares safety reports and reviews reports drafted by others. Experience in safety compliance inspection/assessment during construction.
