Project Overview:

The Government of North Macedonia awardED Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway.

 

The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighbouring countries and support economic and social development.

 

These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.

Job Summary:

The Manager of Environmental, Safety and Health is a key leader that sets the implements the projects safety culture and overall ES&H program. Sets the strategic direction as well as goals and objectives and integrates all aspects of Environmental, Safety, and Health (ES&H) (including medical and industrial hygiene), processes, procedures, systems, methods and policies critical to the success of ES&H. Ensures interpretation of complex requirements, evaluating and applying appropriate ES&H principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance.  Provides leadership for the development and maintenance of high-performance ES&H project teams on multiple projects. Has overall responsibility for project ES&H execution, ensuring the projects, business line or function adheres to contract requirements, standards of quality, and to customer and Bechtel ES&H performance expectations.

Major Responsibilities:

  • Guides, coaches, and motivates project personnel’s performance and those directly associated with implementing ES&H processes, procedures, systems, methods, and policies critical to the success of ES&H on multiple projects.
  • Empowers personnel to work to their maximum capability and efficiency to ensure the success of ES&H.
  • Promotes integrity, technical competence, and commitment to ES&H on multiple projects.
  • Works with project and/or executive management on bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
  • Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
  • Coordinates appropriate consideration of ES&H requirements with subcontract, engineering, and construction personnel.
  • Ensures that ES&H plans are developed and implemented for projects or facilities within their area of responsibility in accordance with established policies, systems, processes, procedures and methods, client and/or host country requirements and regulations.
  • Provides operational direction and functional supervision of work practices of Bechtel and other contractors/ subcontractors.
  • Leads meetings, as necessary, with customers, project team members, and contractors/subcontractors to communicate project-specific ES&H mitigation plans, training programs, and complex technical reports.
  • Stops work in dangerous situations or conditions having imminent adverse ES&H impact. Stipulates acceptable work practices that are to be implemented before the work can be resumed.

Education and Experience Requirements:

  • Demonstrated experience in managing health and safety programs, budgets and staff in office and field environments (e.g., construction execution and/or operating facilities) within Europe or the Balkans region.

Required Knowledge and Skills:

  • Must be able to work overtime and adapt to changing work schedules.
  • Possesses Bechtel Certification for Project H&S Manager (BCert), and/or ideally certifications from national/international accrediting organizations/associations eg. NEBOSH Diploma, and ideally chartered.
  • Awareness of ISO 18001 or 45001 and auditor training.
  • Experience managing work in a medium to large construction project requiring judgment and experience in the application of ES&H plans, policies, procedures, methods and systems as well as the formulation of mitigation measures to reduce accidents and potential adverse environmental impacts on multiple projects.
  • Manages corrective action, monitors work, manages conflict, and coordinates the activities of others including contractors/subcontractors as well as contracted ES&H employees.
  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.
  • Experience in leading and managing all aspects of ES&H on projects or facilities.
  • Extensive and demonstrated knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
  • Broad knowledge of engineering and construction systems, methods and work processes.
  • Demonstrated experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
