The Government of North Macedonia is planning to award Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway.

The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighbouring countries and support economic and social development.

These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.

Position Summary

The Contracts Manager will manage site subcontract operations to ensure the effective administration of subcontracts. Responsible for implementation of the Standard Work Process Procedures and automated subcontract management systems. Responsible for the development of staffing plans and training of personnel assigned to support subcontract administration. Position will report to the Business Manager.

 

Typical Responsibilities

(Pre-Award)

  • Develops and issues contracts and services agreements as assigned by performing the following:
  • Forms Request for Quotation (RFQ) packages
  • Issues bid request packages to approved bidders
  • Prepares Evaluation Criteria for approval by Project Team and/or Owner
  • Coordinates Bidder’s questions and answers to those questions (RFI’s) and coordinate responses to Bidders via the assigned Transaction Manager
  • Receives Bids and evaluates / manages the commercial evaluations of bids received
  • Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract
  • Prepares contract documents in accordance with Corporate procedures
  • Prepares and maintains control and status reporting documents
  • Prepares and organizes bidder meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the Joint Venture, the client, and contractor on all contractual matters. Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules.

 

(Post Award)

  • Responsible for the implementation of Contract & Commercial Management Procedures for the administration of the Contract.
  • Analyze the Contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work. As work proceeds, make recommendations to the Project Management Team on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  • Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Responsible for working with the other Project Team members to ensure that Joint Venture and customer related actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution.
  • Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate.

 

Skills and Qualifications

  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge of subcontract administration, home office and field procedures and documents relating to a multi-discipline construction project.
  • Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counselling, transfers, and terminations.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Degree in Supply Chain, Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience.
  • Strong experience in contract formation and/or administration of a medium to large project. Experience with motorway and joint-venture arrangements preferred.
  • Previous supervisory experience.
  • Previous international experience is favourable.
  • Prior commercial management experience on complex projects is favourable. 
  • Ability to work well with other departments and functions to support project objective.
