Job Summary:
This role serves as a key member of the Agency PMO team, supporting the end-to-end management of Bechtel’s global contingent workforce program through SAP Fieldglass. The position is responsible for executing and governing agency workforce processes, ensuring data integrity, compliance with contractual and policy requirements, and alignment with global workforce strategies.
The ideal candidate will partner cross-functionally to manage high-volume contingent workforce operations, drive process standardization, and deliver a high quality vendor management experience. This role plays a critical part in maintaining operational excellence, supporting global deployments, and identifying opportunities for continuous improvement across the Agency PMO function. This position will be based out of our Glendale, AZ office, and there is no relocation authorized.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.
Major Responsibilities:
Contingent Workforce Lifecycle Management
- Create and manage job postings within SAP Fieldglass, including development of templates, alignment with job classifications/job keys, and distribution to approved suppliers.
- Coordinate candidate submission workflows, including screening support, interview scheduling, and communication between hiring managers and staffing agencies across multiple time zones.
- Create, review, and revise work orders, ensuring accuracy of pay rates, markups, assignment details, and compliance with contractual terms.
- Manage onboarding activities, including first-day reporting instructions, badging requirements, and coordination with project teams, IT, and security.
- Monitor active personnel assignments, ensuring timely processing of extensions, updates, and changes in alignment with policy and business needs.
- Coordinate offboarding activities, including release notifications, work order deactivations, and system updates to ensure proper downstream processing.
- Facilitate agency-to-Bechtel conversions in alignment with program guidelines and approvals.
Operations, Governance & Compliance
- Ensure all contingent workforce transactions are processed accurately and in compliance with internal policies, staffing agreements, and regulatory requirements.
- Validate work order data (rates, markups, durations) to prevent financial discrepancies and compliance risks.
- Maintain data integrity within Fieldglass and downstream systems by proactively identifying and correcting errors.
- Serve as a control point for adherence to contingent workforce processes and standards.
- Vendor Management & Supplier Engagement
- Act as a primary point of contact for staffing agencies, providing guidance on processes, expectations, and issue resolution.
- Support vendor onboarding, system enablement, and ongoing relationship management with staffing agencies.
- Fieldglass System Support & Process Execution
- Utilize SAP Fieldglass to manage daily operations, troubleshoot issues, and support system users (internal and external).
- Assist with system configurations, testing, and enhancements to support evolving business needs.
- Monitor PMO shared mailbox and workflow queues to ensure timely response and resolution of requests.
Reporting, Analytics & Workforce Insights
- Generate and analyze reports related to monitor contingent workforce activity, spend, timekeeping, and compliance.
- Maintain dashboards and reporting tools to track key metrics and KPIs.
Continuous Improvement & Process Optimization
- Identify inefficiencies and recommend process improvements to enhance operational effectiveness and user experience.
- Support standardization of global processes and documentation.
- Participate in special projects, including system implementations, global expansions, and program enhancements.
- Training, Communication & Continuous Improvement
- Train internal stakeholders and suppliers on Agency PMO processes, tools, and best practices.
- Identify process gaps and inefficiencies, recommending and implementing improvements to enhance service delivery.
- Support special projects, including system implementations, global program rollouts, and process standardization initiatives.
- Maintain documentation, job aids, and knowledge resources for the team.
Education and Experience Requirements:
- Requires a minimum of 4-6 years of related experience.
- Associate degree or related technical training preferred.
Required Knowledge and Skills:
- Minimum of five (5) years of experience working with SAP Fieldglass, SAP HR, or similar workforce management systems preferred.
- Hands-on experience supporting HR and/or payroll processes within ERP systems such as SAP, Oracle, or equivalent platforms.
- Working knowledge of mobilization/demobilization, assignment conditions, and applicable General Services Administration (GSA) guidelines.
- Exposure to core personnel functions, including compensation, EEO compliance, onboarding/employment processes, and training & development.
- Demonstrated ability to manage a high-volume workload in a fast-paced environment while maintaining strong attention to detail and accuracy.
- Strong customer service and stakeholder management skills, with the ability to build and maintain effective working relationships across teams, vendors, and leadership.
