Global Manager of HR Compliance and Policy

The Global Manager of HR Compliance and Policy is responsible for overseeing employment compliance programs for all organizations globally through managing a team of deployed regional compliance managers. This includes researching legal and regulatory obligations with local and international assignee labor, working with project teams to translate legal and regulatory obligations into policy, system or process requirements, monitoring the effectiveness of controls designed to meet obligations on a regular, and ongoing basis, and developing and leading remediation plans to mitigate risk. The Global Manager of HR Compliance and Policy will work closely with the Policy/Governance Center of Expertise (COE) on issues that require updates to global/regional HR policy.  



  • Approval and overall responsibility for regional and global HR compliance strategy including development of processes, standards and communications to effectively deploy across the organization  

  • Oversee, manage and provide compliance expertise for a variety of HR policies and processes ensuring issues are raised, decisions are escalated and resolved effectively 

  • Cultivate business relationships and build trust with a variety of managers throughout the organization, as well as inside and outside legal counsel, with the ability to build consensus for solutions and manage change 

  • Identify gaps in HR related knowledge and skills needed by managers and HR partners and determine appropriate solutions to address those gaps (e.g., training, documentation, communication, job aides, etc.) 

  • Partner with COE to create and revise company policies and procedures and drive adoption within HR, management and operations 

  • Interpret and apply HR policies, procedures and programs, ensuring consistent application while working with management to provide solutions that balance business and employee needs in compliance with company policy 

  • Manage a team of globally dispersed, regional compliance managers  

  • Partners with COE in the creation of a system to analyze Employee Relations data/metrics for themes, trends and root cause identification 

  • Promote knowledge, understanding, and compliance with regard to company policy and relevant employment laws through coaching, presentations, and training 

  • Planning and providing oversight for HR activities/staff including management of region specific vendors and championing Diversity and Inclusion within the Region 

  • Provide global and or regional expertise to management and HR Business Partners in the development of human resources programs designed to meet business development request 

  • Global responsibility for visa/immigration processes, compliance and effective vendor management  


Basic Qualifications: 

  • Bachelor Degree in Human Resources, Business Administration or related field with a minimum of 17 years of related HR experience with demonstrated increasing responsibility over time OR 21 years of overall related experience in lieu of Degree 

  • Minimum of 7 years management experience, global management experience preferred 

  • Extensive knowledge of employment laws/regulations/policies/principles/concepts/practices in at least one major country/region in which Bechtel operates. Strong preference given if candidate possesses extensive knowledge in multiple countries/regions 

  • Evidence of business acumen with proven results in influencing and advising managers and leaders at all levels whom are both virtual and local 


Preferred Qualifications: 

  • Skill in understanding and interpreting complex laws and regulations related to human resources 

  • Strong change management skills, including experience training and presenting to large groups 

  • Experience working and collaborating in a cross-functional environment 

  • Previous international assignment or extensive international work experience is highly preferred  

  • Proven experience in managing multiple projects with strong time management and prioritization skills 

  • Strong understanding of all aspects of federal, local and municipal employment and human resources related laws, regulations 

  • Strong understanding of continuous improvement and measurement processes 

  • Prior experience developing innovative solutions to complex issues  

  • Data analytics skills and abilities 

  • Effective communication, interpersonal and collaboration skills 

  • Ability to travel 10-15%
