Global Delivery Manager of Total Rewards

The Global Delivery Manager of Total Rewards will manage a global team which will analyze, implement, communicate and administer competitive total rewards (base salary, variable pay, assignment compensation and benefits) programs. This role will be responsible for the execution and administration of total rewards programs as well as for providing significant input and partnering with the Total Rewards Center of Expertise (COE) on design elements.

Responsibilities: 

  • Manages day to day activities of a globally dispersed total rewards function. Hires, coaches, mentors and supervises staff to enable them to reach their highest potential. Provides direction, knowledge and support to team as needed. 

  • Lead and Manage teams that will be responsible for the following: 

 

Benefits Administration: 

  • Manage and lead the team responsible for legal compliance, communications, management of vendor relationships and interaction with employees  

  • Engage regularly with the Total Rewards COE team in assuring alignment of plan design and administration as well as the selection, implementation and ongoing management of vendors 

  • Lead efforts to maintain compliance from a plan administration perspective with US healthcare reform in conjunction with associated communications and process efficiencies 

  • Develop and maintain process to gather and appropriately share benefits information offered to employees around the world (including statutory plans) and provide oversight to assure efficient administrative processes are in place to assure compliance and a positive employee experience 

  • Provide input in the development of new programs around the world as well as work processes, data, metrics and reports, to successfully deliver and manage high quality HR Service delivery to customers  

  • Maintains employee data, information and working files according to required confidentiality standards and best practices 

 

Compensation (base salary/variable pay):

  • Participate in appropriate surveys to guide programs and decisions to best attract, retain and engage talent and support Bechtel’s pay-for-performance strategies and initiatives 

  • Ensures internal equity, external competitiveness, and compliance with applicable laws, regulations and organizational policies. Supports the development and communication of compensation policies, processes and programs 

  • Manage global execution of annual total compensation planning cycle which includes (but not limited to): System data updates/configuration, planning guidelines/training/communication, assisting planning managers with completing actions within the deadlines and guidelines of the plan, analyzing initial planning activities to ensure compliance with budget/guidelines, partnering with HR business partners to finalize plans at the organizational management level, and planning, testing and ensuring electronic bonus letters and compensation change notices (CCNs) are produced and available in a timely and accurate manner 

  • Counsel management on the application of compensation policies and procedures; identifies creative solutions to business issues; measures and reports results 

  • In partnership with Global Total Rewards COE, provides senior management with merit budget and salary increase recommendations for upcoming year 

  • Develop collaborative partnerships with the HR Business Partner and COE teams in the creation of compensation programs and strategies 

  • Partner with the Talent Acquisition team to review/recommend salary offers as needed 

  • Leads implementation of various broad-based compensation programs, including salary structures and job evaluations  

  • Serves as a resource to HR and management teams for tactical and operational compensation issues and questions 

 

Assignment Compensation:

  • Responsible for the development, update and maintenance of all assignment conditions for Bechtel projects and permanent offices.  Additional responsibilities include the evaluation and implementation of a standard application or database to manage the various elements of international assignments by location and or project 

  • Define policy and process for setting Goods and Services, Housing allowances, Hazard/Danger Pay and other various elements of the international assignment 

  • Work with GBUs (Global Business Unit) and projects to establish a schedule and process for review of current conditions  

  • Establish process for requesting the development of conditions and proposal information.  Maintain site to manage the development and updating of requested conditions 

  • Provide reports and comparative matrixes to management on all active conditions across the globe 

  • Keep abreast of changing economies within the international arena. Participate in surveys and conferences focused on addressing international assignment issues and current trends within the Engineering, Procurement and Construction Management industry 

  • Work closely with the Total Rewards and Policy/Governance COEs to continuously evaluate international assignment policies and remain competitive and responsive to the market drivers 

 

Basic Qualifications: 

  • Bachelor Degree in Human Resources or related field with a minimum of 13 years of related HR experience with demonstrated increasing responsibility over time OR 17 years of overall related experience in lieu of Degree 

  • Minimum of 5 years supervisory experience, global supervisory experience preferred 

  • Minimum of 7 years compensation experience, both managing the annual total compensation planning for an organization/project/or function and conducting salary offers and peer analysis

  • Demonstrated previous experience in understanding and interpreting/counseling assignment conditions  

  • Previous experience in International HR areas; expatriate assignments and relocation, immigration, compensation and expatriate tax 

  • Prior experience working with a global company

Preferred Qualifications: 

  • Demonstrated knowledge of HR master data/systems knowledge within SAP and TalentWorks (compensation module) 

  • Working knowledge of benefit practices in one or more of the following: Middle East, UK, Australia, South America 

  • Strong Microsoft Office skills (Word, Excel, Office, Teams, Outlook, etc.)  

  • Possess service mindset and ability to build strong relationships 

  • Ability to exercise initiative and make decisions with little or no supervision and be accountable for such actions 

  • Ability to work in a high-volume transaction environment 

  • Proactive, flexible, and adaptive to changing priorities 

  • Strong understanding of continuous improvement and measurement processes 

  • Strong change management skills, including experience training and presenting to large groups 

  • Prior experience developing innovative solutions to complex issues  

  • Data analytics skills and abilities 

  • Effective communication, interpersonal and collaboration skills 

  • Ability to travel 10-15%
