Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Field Cost Engineer supporting major subcontracts will perform cost estimating, analysis, control and reporting activities including:
- Budget and forecast development, maintenance, monitoring, impact identification, and recovery planning.
- Cost control analysis and subcontract cost reporting including cost performance metrics.
- Support studies, forecasts and problem-solving exercises as required.
The position will initially be based on the site and the Gdansk project office.
Major Responsibilities:
- Interfaces with other members of the project team and provides cost support.
- Performs or assists with cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
- Prepares related cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons when requested.
- Innovates new techniques as required to meet specific needs.
- Prepares related cost trend estimates in support of project cost trend programs.
- Monitors and assist with related cost recording, monitoring, and reporting practices for compliance with applicable standards.
- Obtains vendor information to update the cost data file.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
- Participates in discussions with vendors.
- Responsible for the development and accuracy of procurement cost related reports.
- Verifies consistency with previous reports to ensure compatibility. Responsible for or assist with issuing procurement reports required by Bechtel management and project procedures.
- Responsible for or assist with investigating requirements for estimating and/or cost control data.
- Provides cost analysis support for procurement and recommends development or modification of cost engineering data standards.
- Provides monthly procurement accruals in accordance with client contractual requirements, objectives, and procedures.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
- Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
- Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.
Required Knowledge and Skills:
- Skilled in oral and written communication.
- Advanced proficiency in using PC operating systems and Microsoft Office applications such as Excel, Word, and PowerPoint.
- Demonstrated advanced level of understanding of Project Controls technical skills.
- Knowledge of engineering, procurement, material reporting.
- Demonstrated ability to prepare and review products independently with minimal supervision using a high level of professional judgment and knowledge related to engineering design and construction practices.
- Demonstrated skill in identifying and analysing issues and recommending corrective actions.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Demonstrated flexibility to respond to urgent project requests and/or changing priorities.
Preferred Knowledge and Skills:
- Prior nuclear power plant development, permitting, engineering, and procurement experience.
- Proficiency in using Power BI.
- Proficiency with cost processor software (e.g., EcoSys, etc.)
- Experience with change management such as baseline change proposals and trending.
