Site Quality Engineer

Job Description:


Develops, maintains, and verifies implementation of the project quality activities.  The Site Quality Engineer will be required to perform and/or participate in audits or surveillances of Bechtel Field Engineering, Procurement and Construction activities, and of subcontractors, suppliers and sub-suppliers as defined by project and contractual requirements.


The Site Quality Engineer will be expected to become familiar with the OG&C and project Quality Management System and assist Site Quality Manager in performing day to day quality related activities. The Site Quality Engineer will be required to plan and implement work using independent judgment and prior experience in the quality area.


Primary responsibility and associated duties include:


  1. Perform planned audits and surveillances of execution activities to ensure compliance to Project requirements
  2. Performing audits and surveillances of subcontractors, suppliers and sub-suppliers.
  3. Plan and implement work independently, or with minimal supervision from the Site Quality Manager, in the preparation, performance and documentation of audits, surveillances and other activities.
  4. Monitoring and reporting on the status of implementation of the Project Quality Management System and its effectiveness.
  5. Identifying and recording quality problems and have the necessary skills/ability to perform basic causal analysis of incidents in order to identify root cause and in particular have the ability to lead a small team in facilitating causal analysis to identify opportunities for improvement, and initiating or recommending solutions.
  6. Review and status subcontractor or supplier quality document submittals (Quality Plans, Test & Inspection Plans, procedures), to ensure effective controls are in place in key areas.
  7. Interface with management and Client personnel as needed during resolution of quality issues or during Client audits.
  8. Work closely with other groups and support timely reviews of documents or issues requiring Quality action.
  9. Foster a work environment that promotes safety, quality, openness, trust, communication, team-work and customer satisfaction.
  10. Maintain and control Project Quality records.
  11. Report to the Site Quality Manager.


Basic Qualifications

Candidates for this position should

  • Have at least four to seven years of engineering or construction working experience in Quality Assurance/ Quality Control in Oil & Gas projects or a similar environment.
  • Technical knowledge in the application of engineering, environmental, procurement, construction, inspection, testing, certification or operation practices, sufficient to comprehend specified requirements is desired.
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.
  • Knowledge of regulatory requirements and functions which impact the quality program/plan.
  • Proficiency in oral and written communications.
  • Proficiency in providing direction and on the job training to assigned personnel. 
  • Proficiency in the use of applicable computer programs.
  • Quality Assurance Auditor/Lead Auditor Skills - ISO 9001 Quality Program Implementation - Expert.


Preferred Qualifications


  • A recognized degree in an engineering or scientific discipline, or specialized courses in engineering, quality, and practical work experience in fields of engineering, environmental science, procurement, construction and testing.      
  • Additional multi-discipline experience: welding, piping, mechanical, electrical, instrumentation and/or control systems discipline experience is desired.
  • Familiarity with industry codes and standards related to civil, structural, architectural and related testing is highly desired (ACI, ASTM standards for Soils , API, ANSI/ASME, AWS, ASNTSNT TC-1A, NACE, IEEE, etc).
  • Candidates must be able to read and interpret drawings and specifications and review and comment on documents generated
