Project Overview:

We are looking for top talent to join the Renewables & Clean Power business to deliver the largest natural gas projects in the company’s history. This Project is a nominal 2500MW “behind the meter” power complex that will provide electrical power directly to an adjoining data center complex and will be designed for an optional grid interconnection in the future. Bechtel is currently supporting our customer to define the behind-the-meter scope and design basis for the Project which will utilize multiple technologies, including Solar T350 Turbines, BESS, temporary load banks, an AIS substation/microgrid and GEV 7HA.02 combustion turbines to deliver reliable and responsive electric power generation. The delivery of each of these asset classes are projects in and of themselves, so the project will be structured accordingly with a project manager over each tranche of power asset class delivery. The Project will be located on 30 miles southeast of Pecos, TX, 80 miles west to southwest of Midland, TX. Draft project assignment conditions are available and are meant to offer flexibility to allow the various needs of our top talent to participate in this revolutionary project.

Job Summary:

The Environmental Manager will lead environmental management activities for the Project, ensuring compliance with federal, state, and local environmental regulations and sustainability standards and best practices. This role, which reports to the Project ESH Manager, requires expertise in environmental assessments for early project development, on site compliance, and experience in managing environmental risks and fostering stakeholder engagement.#LI-VB1  

Major Responsibilities:

  • Provide guidance on assessment and monitoring methods, mitigation measures and controls, sustainability, contractual commitments, laws and regulations, and Bechtel requirements
  • Coordinate with ESH Management regarding significant issues and support.
  • Work with other functional leads (e.g., engineering, construction, startup, subcontracts, procurement, project controls, document control) to obtain documentation needed for permit applications and regulatory and contract submittals.
  • Oversee studies to ensure environmental and social considerations are integrated into environmental compliance.
  • Oversee any consultants conducting environmental surveys and permitting development.
  • Coordinate progress meetings with stakeholders, environmental consultants and project staff to effectively manage project compliance.
  • Act as the subcontract technical representative (STR) for the environmental consultant’s contract, dealing with correspondence, change and supporting Supply Chain in the administration of the contract.
  • Stay up to date with environmental regulations and provide guidance to project teams on legal and policy changes.
  • Engage with regulatory authorities, municipalities, NGOs, local communities, and other stakeholders to address environmental and social concerns.
  • Provide clear and transparent communication regarding project impacts, mitigation measures, and benefits to local communities and stakeholders.
  • Develop and implement mitigation measures for pumped hydropower-specific environmental challenges, such as fish migration, sedimentation, and biodiversity conservation.
  • Conduct risk assessments to address potential impacts on water resources and downstream ecosystems, ensuring long-term project sustainability.
  • Work with construction teams to develop work methods and plans, and where viable integrate constructability recommendations into environmental assessments, including highlighting and seeking to mitigate restrictive conditions that could impact delivery.
  • Lead a multidisciplinary environmental team, collaborating with engineers and project managers.
  • Foster relationships with regulatory environmental agencies, NGOs, and academic institutions to enhance project outcomes.
  • Attend meetings and communicate with clients, government entities, and various regulatory agencies to fulfill any regulations and requirements relating to projects
  • Mentor and train junior staff to build environmental management capacity within the team.
  • In supervisory role, implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff.
  • Receives supervision and work assignments from the Project ESH Manager, Project Director, Functional Environmental Manager, and/or Project Manager.
  • Supervise assigned environmental personnel and provides guidance on their work activities.
  • Provides technical support and training to Management, Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, and other functions regarding ESH program execution.
  • Prepare and review Environmental Management Plans and associated plans, and awareness and training programs, in compliance with Bechtel standards, the ESH Management System, and contract and regulatory requirements.
  • Conduct and coordinate reviews, assessments, and audits to monitor compliance with contractual commitments, regulatory requirements, and Bechtel standards and procedures.

Education and Experience Requirements:

  • Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 10-13 years of relevant experience or 14-17 years of relevant work experience
  • Experience leading diverse teams or strong appetite to learn
  • Prior experience in environmental assessments for development phase of large-scale infrastructure projects such as SEA, EIA or ESIA.
  • Possess strong technical writing skills and have experience writing detailed technical reports
  • Enjoy working in both an office environment and in the field
  • Interest in working with planners and designers to avoid and minimize ecological impacts
  • Willingness to travel including remote project sites.
  • Proficiency in MS-Office tools, use of GIS, and environmental monitoring.

Required Knowledge and Skills:

Preferred Job Qualifications and Experience 

  • Master’s degree or higher in Environmental Management, Sustainability, or similar.
  • 15+ years of relevant experience in environmental management in infrastructure projects, with proven leadership experience or 19+ years of relevant work experience.
  • Knowledge of environmental regulations, permitting processes, and environmental directives.
  • Professional certifications in environmental management (e.g., ISO 14001) are advantageous.
  • Persuasive communication and negotiation skills, especially for managing multi-stakeholder discussions.
  • Analytical and problem-solving abilities, attention to detail and strategic thinking.
  • Proven leadership skills and ability to work effectively in cross-functional, multicultural teams.
