Project Overview:

Bechtel is providing project and contract management services to Western Power on the Clean Energy Link Project – North Project.  The project will strengthen the existing power network north of Perth to ensure it can connect and transport a greater supply of renewable energy to meet decarbonisation objectives. This involves upgrading the current mix of 132 kV and 330 kV lines in parts of the northern network. We are looking for people to join us on this exciting capital works program within an integrated team with our customer.

Job Summary:

In this role, you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes. #LI-AF1

 

Major Responsibilities:

  • Contributes to and implements the development, coordination, communication and concurrence with Quality policies, standards, core programs and procedures for use across a large project or small GBU 
  • Builds and drives competency/training program to drive the quality culture and processes across the project or GBU 
  • Participates or leads developing, coordinating, and maintaining the Job Architecture for the Quality function 
  • Manages the enterprise level or project level Quality Management System certification and represents the project/GBU during audits conducted by client, management, or regulatory agencies 
  • Manages the auditing and assessments to verify the effectiveness of the quality system/program/plan 
  • Provides oversight and input to the quality elements of project execution plans and project quality plans 
  • Develops schedule, budgets, and staffing planning for project or GBU quality activities 
  • Manages and coordinates talent acquisition/strategic hires and assignment with Corporate, GBUs (Global Business Unit) and projects (with D&I considerations) 
  • Develops the quality function talent growth strategy including training in coordination with the GBUs and projects 
  • Coordinates, schedules, and communicates project or GBU Management Review requirements with functions to ensure management review goals and objectives are met 

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

Quality Management Expertise

  • Comprehensive understanding of ISO 9001 and Australian standards (AS/NZS 7000, AS4853, AS2067).
  • Ability to develop and implement Inspection and Test Plans (ITPs) and Inspection Test Reports (ITRs).

Project Delivery Knowledge

  • Experience in EPC/EPCM and collaborative delivery models, including integrated team environments.
  • Familiarity with commissioning protocols and quality assurance across engineering, procurement, and construction phases.

Leadership and Collaboration

  • Proven ability to lead and mentor quality teams within a multi-partner framework.
  • Strong influencing skills to embed a quality culture across diverse organisations.

Analytical and Problem-Solving Skills

  • Skilled in root cause analysis and implementing corrective/preventive actions.
  • Ability to interpret quality metrics and drive data-based decision-making.

Communication and Stakeholder Engagement

  • Excellent verbal and written communication skills for reporting and client interface.
  • Ability to manage relationships across Delivery Partner organisations and client representatives.

Continuous Improvement Mindset

  • Knowledge of Bechtel’s People-Based Quality principles and continuous improvement methodologies.
  • Ability to identify opportunities for process optimisation and efficiency gains.
