Project Overview:
Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects 2.3 million customers to traditional and renewable energy sources.
Bechtel is providing project and contract management services to Western Power on the Clean Energy Link – North Project. The project will strengthen the existing power network north of Perth to ensure it can connect and transport a greater supply of renewable energy to meet decarbonisation objectives. This involves upgrading the current mix of 132 kV and 330 kV lines in parts of the northern network.
We are also engaging with Western Power for a similar role in delivery of their Clean Energy Link – East Project. This project will expand the transmission network east of Collie to connect new renewable generation sources. The scope will consist of construction of a new 330kV terminal station, and ~90km of dual 330kV transmission line as well as upgrade and modification works to two existing terminal stations.
Bechtel is providing the services as an integrated delivery partner in collaboration with our customer, Western Power, as well as other consultants.
Bechtel is providing project and contract management services to Western Power on the Clean Energy Link Project. This project will expand the transmission network to connect new renewable generation sources. The scope will consist of construction of new 330kV and 132kV terminals and associated transmission infrastructure as well upgrade and modification works to existing terminal stations. We are looking for people to join us on this exciting capital works program within an integrated team with our customer.
Job Summary:
In this role, reporting to the Program Manager, you will assist with leading delivery of an assigned package of work by coordinating between engineering, field operations, project controls, customer stakeholders and assigned Principal Contractor team, providing guidance on constructability, planning, execution and delivery. You will contribute to construction design decisions, facilitate interdisciplinary reviews, and support project staffing and execution planning.
As a Package Manager, you will take a lead role in developing a team to establish project goals, milestones, priorities, metrics, and execution plans, while monitoring construction performance, compliance, and deliverables. You will ensure safety, sustainability, quality, and customer requirements are fully integrated into project delivery. Through proactive performance monitoring, customer feedback, and project assessments, you will drive continuous improvement, apply innovative solutions, and contribute to customer satisfaction and future business development.
Major Responsibilities:
- Provide leadership of the integrated project team in delivering the assigned package of work ensuring project execution and completion in a safe manner, within budget and on schedule.
- Oversee the integration of the following functions into the successful delivery of the assigned work package; Engineering, Quality, Completions and Testing & Commissioning.
- Provide guidance on executing approved constructability ideas and plans.
- Lead and participate in interdisciplinary coordination reviews of design drawings and ensures design is safe, constructible, and cost effective.
- Work closely and build relationships with other Western Power internal functions to ensure achievement of work package and maintaining an integrated project team approach.
- Lead workshops for ongoing interfaces with the appropriate Western Power managers as required.
- Initiates the Constructability Program process and schedule, identifying construction related requirements to other functions throughout the project life cycle.
- Lead construction related design decisions by providing Construction's perspective to schedules, design deliverables, equipment purchases, degree of shop fabrication, and equipment delivery configuration and sequence.
- Manage variations and change within the assigned package.
- Manage contract scope, cost, schedule and risk across multiple sites.
- Monitor and manage contractor performance against Key Performance Indicators (KPIs), including safety, quality, schedule, cost, reporting, and community engagement obligations.
- Review, assess, and recommend approval or rejection of variations, extension of time (EOT) claims, delay claims, and commercial adjustments, in accordance with contract conditions.
- Coordinate and support outage planning, access arrangements, and commissioning activities, ensuring alignment with Network Operations, system constraints, and operational readiness requirements.
- Manage interfaces with other contractors, internal Western Power stakeholders, land access, and third-party authorities, ensuring safe and coordinated delivery across packages.
Education and Experience Requirements:
- Requires bachelor's (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
- Thorough (20+ years) knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
- Relevant experience in the Energy Section (generation and transmission) preferred but not essential
Required Knowledge and Skills:
- Ability to be people sensitive, to promote an open and informal communications environment, to develop mutual trust and teamwork and to facilitate employee self-development.
- Ability to plan, organise, lead and monitor a wide variety of team efforts to their successful conclusion.
- Knowledge of electrical transmission lines and switch gear installation, upgrades and operations.
- Knowledge of contractor management and performance.
- Previous experience working within or reporting into a client organisation.
- Proven experience managing or leading Tier 1 contractors in the transmission and distribution sector.
- Previous experience managing scope, cost and schedule to support the delivery of successful project outcomes.
- Ability to manage a team and work across functionality with others.
