Job Summary:
In this role, you will report to the Program Director – Airfield, and work alongside the customer with shared responsibility for managing project planning the execution of the airfield program, which comprises multiple airfield projects, including runway, taxiways, aprons, and associated systems technologies.
You will manage teams that monitor contractor planning, safety, quality, construction, workplace relations, and contract / commercial activities on a complex project with multiple stakeholders’ involvement, including commissioning phases and ORAT support to the capital portfolio management team’s performance expectations.
Your leadership will build a cohesive team so that the contractors works are planned to coincide with overall established schedules and that work methods are planned and executed safely. The hiring process for this position involves customer approval.
Major Responsibilities:
Supervise
- Project Directors and Project Managers, who are responsible for monitoring.
- Contractor activities within areas of responsibility.
- Serve as a liaison between program teams, internal or external stakeholders or other functional areas of the organization.
- Monitor that processes and procedures are fully developed and implemented.
- Leadership/Supervision
Engage proactively with the airfield program teams’ development through competency development/assessment and feedback.
Review ongoing staffing requirements for effective service delivery.
Planning
- Prepare and present reports and forecasts, including summaries of construction progress and expenditure forecasts.
Safety
- Monitor that project teams are implementing and enforcing policies, procedures and related work rules as established by project management.
- Actively monitor contractor compliance with safety requirements and encourage contractors to perform in a safe manner.
Construction / Quality
- Implement best practices and lessons learned.
- Oversee contractor punch list completion and provision of handover documentation.
Contract / Commercial Management
- Oversee the preparation of consolidated Request for Tender (RFT) documentation and actively participate in bid evaluation and recommendations to award.
- Actively participate through the procurement phase including evaluations and recommendations to award.
- Monitor contractual commitments so that contract work is being performed in accordance with the specifications, drawings and terms of the contract, that change orders and claims are processed in a timely manner. Implements and maintains a change management control system.
- Review the recommendation of Payment Claims.
- Develop contractor claim mitigation and claim avoidance strategies.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
- Demonstrated experience in the successful management of major projects in the infrastructure and aviation industries.
- Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
- High level of interpersonal and communication skills with demonstrable delivery of leadership and behavioural change within a large organisation and with outside organizations. Computer literate in MS Office and database applications as well as BIM environments required.
- Ability to influence and engage in a collaborative working environment with internal and external stakeholders while maintaining necessary levels of commercial awareness. Prior delivery partner or client-side project management experience is preferred but not essential.
