Project Overview:

Bechtel is providing project and contract management services to Western Power on the Clean Energy Link Project – North Project.  The project will strengthen the existing power network north of Perth to ensure it can connect and transport a greater supply of renewable energy to meet decarbonisation objectives. This involves upgrading the current mix of 132 kV and 330 kV lines, and new terminal construction in parts of the northern network. We are looking for people to join us on this exciting capital works program within an integrated team with our customer

Job Summary:

In this role, reporting to the Package Manager, you will assist with leading delivery of assigned packages by coordinating between engineering, field operations, project controls, customer stakeholders and assigned Principal Contractor team, providing guidance on constructability, planning, execution and delivery. You will contribute to construction design decisions, facilitate interdisciplinary reviews, and support project staffing and execution planning. As a Deputy Package Manager, you will take a lead role in developing a team to establish project goals, milestones, priorities, metrics, and execution plans, while monitoring construction performance, compliance, and deliverables. You will ensure safety, sustainability, quality, and customer requirements are fully integrated into project delivery. Through proactive performance monitoring, customer feedback, and project assessments, you will drive continuous improvement, apply innovative solutions, and contribute to customer satisfaction and future business development.

Major Responsibilities:

Project 

  • Provides guidance on executing approved Constructability ideas and plans.   
  • Initiates the Constructability Program process and schedule, identifying construction related requirements to other functions throughout the project life cycle.
  • Leads construction related design decisions by providing Construction’s perspective to schedules, design deliverables, equipment purchases, degree of shop fabrication, and equipment delivery configuration and sequence.    
  • Leads and participates in, interdisciplinary coordination reviews of design drawings and ensures design is safe, constructible, and cost effective.   
  • Manage variations and change within the assigned package
  • Manages contract scope, cost, schedule and risk across multiple sites.
  • Monitor and manage contractor performance against Key Performance Indicators (KPIs), including safety, quality, schedule, cost, reporting, and community engagement obligations
  • Review, assess, and recommend approval or rejection of variations, extension of time (EOT) claims, delay claims, and commercial adjustments, in accordance with contract conditions
  • Coordinate and support outage planning, access arrangements, and commissioning activities, ensuring alignment with Network Operations, system constraints, and operational readiness requirements
  • Manage interfaces with other contractors, internal Western Power stakeholders, land access, and third‑party authorities, ensuring safe and coordinated delivery across packages

Education and Experience Requirements:

  • Requires bachelor's (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
  • Experience in electrical transmission and/or distribution projects is highly regarded.

Required Knowledge and Skills:

  • Knowledge of electrical transmission lines and switch gear installation, upgrades and operations.
  • Knowledge of contractor management and performance.
  • Previous experience working within or reporting into a client organisation.
  • Proven experience managing or leading Tier 1 contractors in the transmission and distribution sector.
  • Previous experience managing scope, cost and schedule to support the delivery of successful project outcomes.
  • Ability to manage a team and work across functionality with others
